IN THE MATTER OF A DETERMINATION }
TO DECLARE CERTAIN TAX TITLE } RESOLUTION NO. 13-18
COUNTY PROPERTY AS SURPLUS }
WHEREAS, it is the desire of the County Commissioners of Jefferson County to dispose
of tax title property; and
WHEREAS, the Board of County Commissioners has indicated a need to dispose of tax
title property attached to this resolution, for public auction to be held via Sealed Bid on March 16,
2018 at 4:00 p.m., at the Jefferson County Treasurer's Office located in the Jefferson County
Courthouse and
WHEREAS, the requirement of R.C.W. 36.34.020 that an intention to declare surplus be
published with a Notice of Public Hearing regarding the disposal of Tax Title property has been
met and the public hearing held on February 26, 2018 at 10:30 a.m.; and
surplus.
WHEREAS, the Commissioners heard no objection to the declaration of this property as
NOW, THEREFORE BE IT RESOLVED, by the Commissioners of Jefferson County that
they make a finding and determination as required by R.C.W. 36.34.050 to declare the
particularly described property as surplus and allow the Treasurer to proceed with the disposition
of said surplus property.

RE: Sale of Tax Title Property -
STATEMENT OF ISSUE:
Ronald George Dickinson has submitted an application to purchase tax title property for the
minimum bid required at time of sale of $1,648.16.
ANALYSIS:
The parcel in question is vacant land located at the northwest corner of Coyle Rd and West
Go-onna Drive in Quilcene. 25% of this parcel was acquired as tax title property in 1997 and
another 25% was acquired in 2008 when each of them didn't sell at foreclosure sales in those
respective years. The remaining 50% of the property went into foreclosure in 2017, and it sold
to Ronald George Dickinson at the December 2017 foreclosure sale. The current ownership of
the parcel is 50% Ronald George Dickinson and 50% tax title held in trust by Jefferson
County. The process to sell the 50% tax title held in trust is through Board action with public
hearing. Subsequent to Board determination to sell tax title property, the property may be sold
at a county auction or through sealed bid submittal.
FISCAL IMPACT:
Return property to the tax role and receive $1,648.16 in back tax revenue and fees.
RECOMMENDATION:
Authorize the sale of tax title property by sealed bid submittal.
