HomeMy WebLinkAbout030518_ca08Department of Public Works O Consent Agenda Page 1 of 1 Jefferson County Board of Commissioners Agenda Request To: Board of Commissioners Philip Morley, County Administrator From: Monte Reinders, Public Works Director/County Engineer Agenda Date: March 5, 2018 Subject: Federal Lands Access Program (FLAP) Application: Snow Creek Road Culvert Replacement MP 0.84 Statement of Issue: Federal Lands Access Program (FLAP) is a competitive program supporting local transportation projects leading to federal lands. The program is managed by Western Federal Lands, a division of the Federal Highways Administration (FHWA). To be considered, electronic applications must be submitted in cooperation with the adjacent federal land agency and signature endorsement of the lead entity official to Western Federal Lands by March 9, 2018. Jefferson County Public Works (JCPW) and the United States Forest Service (USFS) have identified the culvert replacement at milepost 0.84 on Snow Creek Road as eligible for consideration through this program. This culvert, installed in deep fill in 1968, has reached the end of its useful life and continues to deteriorate. The upstream end frequently plugs with debris during storm events. The underneath side of the culvert is rusted through, and water is undermining the fill which has begun to progressively fail. Analysis/Strategic Goals/Pro's It Con's: Local funds available for road construction are prioritized in the 6 -year Transportation Improvement Program (TIP) and have been shown to be limited. The Federal Lands Access Program is a viable funding source. This is a competitive program within a multi -state area. If this project is selected, the Western Federal Lands division of FHWA will manage the project and control the funds in a Match Agreement. As this project is eligible for toll credits issued by Washington State Department of Transportation (WSDOT), this project application has minimal cost for JCPW. The application is compatible with the County's strategic goal of seeking non - local sources of revenue. Fiscal Impact/Cost Benefit Analysis: If this project is selected, Western Federal Lands will design, construct, and manage the project which is estimated to cost $1,449,296.00. A 13.5% match is required which will be covered using WSDOT Toll Credits in the amount of $195,655.00. If this application is successful, the anticipated cost to JCPW is staff time for coordination with Western Federal Lands. Recommendation: Authorize the chair of the Board to approve and sign the FLAP application joint endorsement form. Return the signed original to JCPW for processing and submittal. Jefferson County seeks to replace a 50 -year-old steel culvert that is failing and eroding the fill under Snow Creek Road, an important access point for recreation in the Olympic National Forest. Due to the age and deterioration of the existing culvert, washout of the culvert and road is a possibility. Culvert failure would block a primary access point to 20,000 acres of the Olympic National Forest and prohibit access to the Buckhorn Wilderness and two popular trails - Mt. Zion and Mt. Townsend. Seasonal recreation including mushroom harvest, snowmobiling, cross country skiing would be limited. Road washout could deposit mud and debris downstream into Lake Leland, causing damage to fish habitat, downstream property and compromising water quality. Snow Creek Road is a key route for the United States Forest Service (USFS) as the road becomes Forest Service Road #2850 at the Olympic National Forest boundary. USFS uses this route to haul forest board and expects to haul 30 million board feet a year, beginning in 2021. Additionally, Washington State Department of Natural Resources (DNR) uses Snow Creek Road to access approximately 700 acres of Forest Board Lands in Jefferson County. Jefferson County's proposal is supported by a key contingency of local and federal stakeholders, including the DNR, WDFW, Pope Resources, Olympic Resource Management and Olympic National Park and Forest which understand maintaining public access to recreational destinations are critical to the economy of Jefferson County.
