Statement of Issue: Federal Lands Access Program (FLAP) is a competitive program supporting local
transportation projects leading to federal lands. The program is managed by Western Federal Lands,
a division of the Federal Highways Administration (FHWA). To be considered, electronic applications
must be submitted in cooperation with the adjacent federal land agency and signature endorsement
of the lead entity official to Western Federal Lands by March 9, 2018. Jefferson County Public Works
(JCPW) and the National Park Service Olympic National Park have identified the pavement
preservation for the entire length of the Upper Hoh Road as eligible for consideration through this
program. Parts of the Upper Hoh Road has shown signs of deterioration. Timely pavement
management will protect major road sections from more serious repairs.
Analysis/Strategic Goals/Pro's £t Con's: Local funds available for road construction are prioritized
in the 6 -year Transportation Improvement Program (TIP) and have been shown to be limited. The
Federal Lands Access Program is a viable funding source. This is a competitive program within a
multi -state area. If this project is selected, the Western Federal Lands division of FHWA will manage
the project and control the funds in a Match Agreement. As this project is eligible for toll credits
issued by Washington State Department of Transportation (WSDOT), this project application has
minimal cost for JCPW. The application is compatible with the County's strategic goal of seeking non -
local sources of revenue.
Fiscal Impact/Cost Benefit Analysis: If this project is selected, Western Federal Lands will design,
construct, and manage the project which is estimated to cost $1,567,273.00. A 13.5% match is
required which will be covered using WSDOT Toll Credits in the amount of $211,582.00. If this
application is successful, the anticipated cost to JCPW is staff time for coordination with Western
Federal Lands.
Recommendation: Authorize the chair of the Board to approve and sign the FLAP application joint
endorsement form. Return the signed original to JCPW for processing and submittal.

Dear Administrator Hendrickson:
I am pleased to write this letter in support of the 2018 Federal Lands Access Program
application from Jefferson County, Washington. This Upper Hoh Road capital preservation
proposal is designed to ensure safe and reliable access to the Hoh Rain Forest in Olympic
National Park. The Upper Hoh Road provides the only vehicular access to this popular tourist
destination recognized as a World Heritage Site and an International Biosphere Reserve.
The management of the Upper Hoh Road has placed significant strains on Jefferson County's
financial and human resources. Located along the Hoh River, this road has experienced
multiple washouts during severe weather events. In some cases, these washouts resulted in
temporary closures of the road, preventing access to the Hoh Rain Forest and its visitor center.
Jefferson County Public Works has used reserves to mitigate emergency repairs made in 2004,
2007 and 2017. These environmental mitigation activities are still on-going and a direct cost to
the agency.
In 2011 several Federal and State partners aligned in an interagency Memorandum of
Understanding (MOU) to address the short and long-term management of the road. The
National Park Service, the Western Federal Lands Division of the Federal Highway
Administration, the Washington Department of Transportation, and Jefferson County
reaffirmed this MOU in 2016 to continue their collaborative approach to management of this
vital vehicular access route to the Hoh Rain Forest.
This Federal Lands Access Program application would address necessary repairs and
preservation for the twelve mile existing road, including safety improvements to address a
cluster of minor accidents on a curve. This project will proactively prevent future road closures,
as well as restore and maintain the functions and values of the two-lane undivided road for
tourism and property owners.
I am pleased to support Jefferson County Public Works' request and urge full and fair
consideration of their application to the Federal Lands Access Program for the Upper Hoh Road

I am pleased to write in support of the Federal Lands Access Program application from Jefferson County,
Washington. The objective of the Upper Hoh Road capital preservation proposal is to ensure safe and reliable
access to the Olympic National Park. The Upper Hoh Road provides the only vehicular access to the Hoh Rain
