SUMMARY: Performs a variety of advanced professional engineering assignments in design
and construction. Provides advanced expertise in specialized areas of engineering or in multiple
engineering related functions. Acts as a resource to staff engineers and technicians on complex
projects. This position receives general supervision from the Engineering Services Manager.
ESSENTIAL DUTIES AND RESPONSIBILITIES: include the following. Other duties may
be assigned.
Applies civil engineering principles and practices in the preparation of plans, specifications,
calculations and estimates related to the design, construction and maintenance of public works
projects such as new construction or improvements in streets and sanitary and storm sewer
systems.
Generates contract plans and drawings and develops construction contracts and specifications to
Washington State Department of Transportation (WSDOT), FHWA and other agency standards.
Serves as project leader and acts as a resource to engineers and technicians on complex projects.
Leads and oversees contract administration of assigned projects to ensure compliance with
approved contract and County ordinances. Monitors contract performance and progress and
related engineering activities.
Prepares and maintains construction documentation. Maintains field records, monitors progress
estimates, change orders and recommendations for payments to contractors for release and
maintenance of performance bonds. Oversees inspection procedures ensuring compliance with
policies, standards, specifications and procedures. Advises contractor(s) and construction
inspectors during actual construction.
Responsible for several major projects at one time.
Affixes Professional Engineer's Stamp to design documents created by or under the guidance of
the Engineer IV.

Selects qualified Engineering firms, defining scope, schedule and budget. Leads, coordinates
and participates in the screening and selection of engineering consultants and contractors.
Oversees assigned projects to ensure contractor compliance with time schedules and budgets,
resolves problems and specification changes with contractors.
Reviews and makes recommendations and/or comments on engineering studies and reports in
support of Public Works objectives.
Facilitates, leads and attends public meetings and makes public presentations on proposed
County projects and programs. Manages, coordinates and prepares applicable maps, exhibits,
drawings, charts, and graphs.
Analyzes transportation system needs and develops priority programs related to safety, mobility,
non -motorized use, preservation, maintenance, etc.
Performs engineering review of commercial and subdivision development applications to ensure
compliance with County Code, WA State Department of Ecology Stormwater Manual,
Transportation Impact Assessments, and other applicable regulations and codes.
Performs complex technical research and solves civil engineering problems assigned. Utilizes
computer programs as an aid in developing solutions to engineering problems.
Researches applicable Federal, State and Local codes, regulations and requirements for assigned
projects; develops engineering plans and compiles preliminary layout of plans.
Coordinates required advertising for bids.
Coordinates acquisition of Right of Way for County construction projects.
Works in a team based environment and participates in the annual training program and annual
performance evaluation process.
Researches, initiates, recommends and prepares grant applications for projects. Coordinates
grant agreements, tracks funding, billings and reimbursements and prepares reports to funding
agencies.
Courteously responds to public inquiries within the scope of knowledge and authority of the
position.
Participates in team processes to assist in developing the division budget for the department.
Participates in self directed team process to set work level expectations, goals and objectives.
SUPERVISORY RESPONSIBILITIES:
This position has no supervisory responsibilities.
Provides work product assignments, oversight and guidance to the permit technician(s) and other

subordinate technicians assigned to transportation and traffic work which may include Engineer
I, II, & III, Engineering Techs and/or other assigned technical staff.

QUALIFICATION REQUIREMENTS: To perform this job successfully, an individual must

EDUCATION and/or EXPERIENCE:
Bachelor's degree (B.S.) in civil engineering and seven (7) years progressively more
responsible civil or traffic engineering experience.
OR
Bachelor's degree (B.S.) in civil engineering and five (5) years progressively more
responsible civil or traffic engineering experience and at least two (2) years as an
Engineer III in the Jefferson County Skill Band System.
OR
Equivalent combination of education and experience.
LANGUAGE SHILLS:
Ability to read, analyze, and interpret standard civil engineering manuals and reports,
general business periodicals, professional journals, technical procedures, or governmental
regulations. Ability to write reports, business correspondence, and procedure manuals.
Ability to effectively present information and respond to questions from groups of
managers, clients, customers, and the general public.
MATHEMATICAL SHILLS:
Thorough knowledge of mathematical calculations as they apply to engineering,
surveying and accounting functions including geometry and trigonometry.
REASONING ABILITY:
Ability to define problems, collect data, establish facts, and draw valid conclusions.
Ability to interpret an extensive variety of technical instructions in mathematical or
diagram form and deal with several abstract and concrete variables.

COMPUTER SHILLS:
To perform this job successfully, an individual should have knowledge Explorer Internet
software; MS Excel spreadsheet software, MS Word, word processing software, and civil
engineering programs. Experience with AutoCAD and Eagle Point software is desirable.
CERTIFICATES, LICENSES, REGISTRATIONS:
Valid Washington State Driver's License
Registration as a Professional Engineer in the State of Washington; Or, Registration as a
Professional Engineer in another state with the ability to obtain WA State registration within 6
months.
OTHER SHILLS AND ABILITIES:
Thorough knowledge of the principles, practices, and procedures employed in design and
construction engineering and management as it relates to public works projects.
Familiar with current trends, issues and practices in the Civil Engineering field.
Familiar with WSDOT manuals, standard plans, standard specifications, MUTCD, and other
traffic manuals and guides. Skilled in reading construction drawings and plans.
Ability to develop engineering plans, specifications and technical reports.
Ability to perform technical research work and complex technical computations.
Ability to provide reliable advice on difficult engineering problems.
Ability to handle rapid flow of information, analyze and independently make sound decisions in
the best interest of the employer that conform with Public Works Department mission and vision,
and applicable codes, regulations, contracts, and sound engineering principles.
Ability to maintain accurate and complete records and notes. Maintains a high standard for
accuracy, completeness and efficiency in the preparation of reports.
Ability to train other staff members in technical areas of civil engineering.
Ability to understand, apply and interpret engineering reports relating to surface water
management, hydrology, geotechnical and materials testing.
Ability to understand property deeds, legal descriptions, safety hazards, appropriate precautions
applicable to work assignments and applicable federal, state, county, court, and other highway
standards.
Ability to understand the principles and practices of land surveying.
Knowledge of and ability to operate various field and office engineering equipment such as a
level, drafting instruments, personal computer and associated programs, hand calculator and

motor vehicles.
Ability to complete project assignments with accuracy and time lines, and in conformance with
applicable policies, procedures, regulations and standards. Understands and applies construction
plans and specifications to public works projects.
Ability to work independently within the limits allowed. Follows the policies, procedures and
practices of the Department.
Establishes and maintains harmonious working relations when resistance occurs with County
employees, the public, federal and state agencies and outside construction contractors involved in
public works projects.

Requires various duties that may involve working in wet or humid conditions and high or
precarious places. May require working near fumes or airborne particles. May require working
with toxic or caustic materials. Tasks regularly performed in outside weather conditions and will
sometimes require working in cold or hot weather conditions and must be capable of performing
outdoor work in a sometimes dangerous environment. Risk of electrical shock may be
encountered.
The noise level in the office work environment is usually moderate, loud while working on
construction sites near heavy equipment and on roadways where traffic is present.
SKILL BAND POSITION:
This position is the highest technical level of the Engineering Skill Band.
