DIRECTOR UPDATES 0:01:40 – Greetham Introduced new Civil Deputy Prosecuting Attorney, Phil Hunsucker. 1:46:47 – Charnas Gave update regarding Navy Open House on the proposed Naval Special Operations Training. STAFF UPDATES 0:04:37 – Peterson Introduced Citizens Institute for Rural Design’s upcoming events. DISCUSSION 0:12:56 – Peterson Presented “UGA” chapter for Comp Plan update regarding population forecasts and planning methodology. Described 20-year planning horizon. 1:27:41 – Johnson Presented Economic Development goals and policies for Comp Plan update. 1:51:17 – All The Planning Commission discussed the Comp Plan Vison Statement. Planning Commission members agreed to compile draft Vision Statement “as is” (no further work until September of 2017). The Visioning subcommittee was disbanded. Public in Attendance: 16 COMMISSIONER ANNOUNCEMENTS 0:03:04 – Jochems Attended Jefferson County Marine Resource Committee meeting with Port Gamble tribe regarding shellfish and Pleasant Harbor Master Planned Resort (PH MPR). 0:04:23 – Koan Attended farmers’ forum on March 1st with several other Planning Commission members. 0:08:05 – Smith Mentioned the work that is being done to stop the use of net pens for salmon catching. A bill to phase out net-pen farming of Atlantic salmon in Washington has handily passed the state Senate and heads to the House. DIRECTOR UPDATES 0:08:51 – Charnas Gave updates about Planning Commission vacancies. A Planning Commission vacancy is open in District 1 and terms are expiring for existing planning commissioners in Districts 2 & 3. Both incumbents have expressed their interest in being reappointed. 0:12:13 – Peterson Director Charnas yielded to Joel Peterson for an update on Comprehensive Plan. Joel presented the calendar on the Comp Plan process. Peterson described upcoming milestones and reviewed timeline with Planning Commission. PUBLIC COMMENT (first opportunity) 0:39:39 – 0:43:57 The Chair opened the floor to public comment on topics not related to the agenda items. Comments provided during the noted timeframe included those regarding the Agriculture section of the Critical Area Ordinance, commercial marijuana grows on Marrowstone Island and reducing county costs and reducing employee workload strain. DISCUSSION 0:44:20 – All A discussion on the Pleasant Harbor MPR occurred. PUBLIC COMMENT (second opportunity) 1:45:41 – 1:55:20 The Chair opened the floor to public comment on topics related to the agenda. Comments provided during the noted timeframe included those on the Pleasant Harbor Master Planned Resort (PH MPR). Comments on the PH MPR included concerns about getting a financial study on the project; waste water management and overall failure of project. One person gave a bit of the history of the project and the formation of the Brinnon Subarea Group out of a desire to find ways to replace the dilapidated campground. FOLLOW-UP ITEMS 2:06:48 – Koan The Planning Commission will continue to discuss Pleasant Harbor MPR Development Agreement at the 03/21/18 meeting. Next Planning Commission meeting is scheduled for 03/21/18 at 5:30 pm at the Tri-Area Community Center.
