1.0 MAJOR FUNCTION AND PURPOSE

1.1 Persons in this position, under the direction of the Sheriff, are responsible for organizing, planning,
managing, and directing all activities of the Corrections Center of the Sheriff's Office.
2.0 SUPERVISION RECEIVED
2.1 Persons in this position are given significant discretion, within the scope of policy and regulations, in
the routine performance of their duties; supervision and guidance are received from the elected
Sheriff.
3.0 SUPERVISION EXERCISED
3.1 Persons in this position supervises subordinates responsible for the care, custody and transportation of
prisoners, and incarceration alternative programs. Carries out supervisory responsibilities in
accordance with the organization's policies and applicable laws. Responsibilities include
interviewing, hiring, and training employees; planning, assigning, and directing work; appraising
performance; rewarding and disciplining employees; addressing complaints and resolving problems.
4.0 SPECIFIC DUTIES AND RESPONSIBILITIES
4.1 Responds to in person, telephone and written complaints, requests, and inquiries, delegating the
routine tasks to others and resolving the more complicated, sensitive, or conflict matters. Provides
technical and professional advice to staff members and to other departments and municipalities as
appropriate.
4.2 Oversee daily transactions of cash receipts, journal entries and deposits. Prepare monthly financial
reports, balance trust accounts, disburse fines, bail and restitution money, control petty cash
transactions and prepare monthly payroll report.

4.3 Supervises and coordinates activities of the jail staff, establishes rules and regulations, policies and
procedures, in accordance with State Corrections standards, to be executed by staff members.
Prepares work schedules and assigns duties. Updates and revises jail policy and procedure manuals.

4.4 Maintain effective working relationships with judges, attorneys, elected and appointed officials, court
and law enforcement personnel, other law enforcement agencies, Prosecuting Attorney, State and
County agencies, social agencies, adult and juvenile probation agencies, and the general public.
4.5 Develops and implements methods and practices to improve the work flow of functions and to assure
that work is performed in accordance with appropriate statutes and regulations.
4.6 Supervises and manages the work release program. Exercises some selection of the programs from the
Court and County probation. Investigates and screens individuals to the programs individually or in
conjunction with County probation.
4.7 Prepares planning and budgetary recommendation for the elected Sheriff. Controls expenditures
within the facilities and programs within the budgetary limitations and contractual agreements.
4.8 Staff assistance: Perform various operations where staff shortfalls make assistance necessary
including: answering phones, faxing documentation, communicating with Courts, and other agencies
with respect to inmate matters.
4.9 Prepares complete and accurate reports concerning inmate population and jail functions as required by
the Sheriff and/or State law.
4.10 Ensures that the meals are prepared properly and that they are of sufficient quantity and quality.
4.11 Ensures that medical treatment and cleanliness of the facility are in compliance with State
Corrections Standards. Ensures that supplies and equipment are adequate for the administrative needs
and care, custody and control of the inmates, work release and work alternative centers.
4.12 Maintains jail standards for inspection at any time from County Commissioners, Health Department,
State Jail Inspectors, Fire Department, departmental administration, and special interest groups or
individuals. Organize, plan, and direct training for department staff.

6.0 REQUIRED KNOWLEDGE AND ABILITIES
6.1 Ability to read, analyze, and interpret common scientific and technical journals, policy and
regulations, and legal documents. Ability to respond to common inquiries or complaints from
customers, regulatory agencies, or members of the business community. Ability to write speeches and
articles for publication that conform to prescribed style and format. Ability to effectively present
information to top management, public groups, and/or boards of directors.
6.2 Ability to work with mathematical concepts such as probability and statistical inference. Ability to
apply concepts such as fractions, percentages, ratios, and proportions to practical situations.
6.3 Ability to define problems, collect data, establish facts, and draw valid conclusions. Ability to
interpret an extensive variety of technical instructions in mathematical or diagram form and deal with
several abstract and concrete variables.
6.4 Requires the ability to read and interpret codified laws, court rules, administrative and legal policies,
directives, Civil Service Rules, Union contracts, County ordinances, policies, and procedures, and the
ability to apply them accordingly.
6.5 Knowledge of criminal prosecution, investigation, laws of search and seizure, laws of evidence,
incarceration, civil rights; record keeping and all other aspects of law enforcement and administration.
6.6 Ability to use a typewriter, personal computer and software, computer terminal, calculator, and other
office equipment standard to areas of assignment and to adapt to new and/or modified equipment
which may be acquired.
6.7 Demonstrated successful supervisory and managerial experience. Ability to implement and maintain
sound organizational practices.
6.8 Maintain a high standard for accuracy, completeness, and efficiency in the preparation of reports and
budgets. Independent and self -motivated to complete required deadlines while simultaneously
completing other tasks.
6.9 While preforming the duties of this job, the employee is frequently required to talk or hear. The
employee regularly is required to sit; stand; to use hands to finger, handle, or feel objects, tools, or
controls; and walk. The employee is occasionally required climb or balance; and stoop, kneel, crouch,
or crawl and reach with hands and arms.
6.10 Good health, and good physical condition, appropriate to the position. The employee must
occasionally lift and/or move up to 25 pounds. Specific vision requirements include: close vision,
color vision, peripheral vision, depth perception, and the ability to adjust focus.

7.0 MINIMUM QUALIFICATIONS
7.1 Associate's degree (A.A.) or equivalent from two-year college or technical school in criminal justice,
legal, accounting, or general business field; or ten (10) years of related experience and/or training in
criminal justice and business curriculum with a minimum of five (5) years' experience in
progressively responsible law enforcement or correction management position, including three (3)
years of supervisory or lead experience; or equivalent combination of education and experience.
7.2 Valid Washington State Driver's License with a driving record free of serious or frequent violations
and ability to maintain a valid license.
7.3 Must successfully complete the Washington State Criminal Justice Training Academy for Corrections
Deputy Officers and various other required training classes and obtain certificates necessary for
functional skills performance, maintenance and improvement.
7.4 Ability to successfully complete various required training classes and obtain certificates necessary for
functional skills performance, maintenance and improvement.
7.5 Must maintain all of the Jefferson County Sheriff's Office ongoing qualifications.
7.6 Must pass a thorough background investigation which includes being fingerprinted.
7.7 Must have passed a psychological, physical and polygraph examination and may be subject to
periodic psychological, physical and polygraph examinations as required.
8.0 DESIRABLE QUALIFICATIONS AND ABILITIES
8.1 Familiarity with tools, instruments, equipment and techniques commonly used in the performance of
related tasks.
8.2 Ability to quickly grasp new techniques, deal with rapid changes in events, remain calm in stressful
situations, relate to various personality styles in a calm, professional manner.
8.3 Understands the need for maintaining confidentiality of sensitive information.
8.4 Knowledge and understanding of the principles in the area of law enforcement methods, systems, and
procedures.
8.5 Assure efficient and effective utilization of volunteers and department personnel, funds, materials,
facilities, and time.
9.0 WORK ENVIRONMENT
9.1 The noise level in the work environment is usually moderate.
