Cultural Resources Assessments
PURPOSE: To amend the November 20, 2017 Personal Services Agreement for cultural resources
assessments on the Big Quilcene floodplain between Jefferson County, hereinafter referred to as `the
County' and the Stell, hereinafter referred to as `Contractor'.
IT IS MUTUALLY AGREED to add two additional parcels, APN 991200304 and APN 991200305, to
the Scope of Services and to increase the payment amount by an additional $2,777.77 to a total of
$10,682.38.
All other terms and conditions of the original Agreement remain in full force and effect. The effective date
of this amendment is February 8, 2018, and all work performed consistent with the Agreement prior to the
execution of this Amendment No. 1 is hereby ratified.

STATEMENT OF ISSUE:
Jefferson County Public Health, Water Quality Division, requests Board approval of Amendment No. 1 to the
Personal Services Agreement between JCPH and Stell for cultural resource assessment; February 8, 2018—
December 31, 2018; $10,682.38
ANALYSIS/ STRATEGIC GOALS/PRO'S and CON'S:
The purpose of this amendment is to add two additional parcels, APN 991200304 and APN 991200305 to
the scope of services, which is for cultural resource assessment(s) in support of property acquisitions for
the purpose of floodplain restoration and salmon recovery on the Big Quilcene River (RCO #15-1189 and
the JC Department of Public Works Quilcene Floodplain Acquisition Account #5533Q.61.000).
FISCAL IMPACT/COST BENEFIT ANALYSIS:
The contract is fully funded by RCO salmon recovery grant #15-1189 (85%) and the JC Department of
Public Works Quilcene Floodplain Acquisition Account #5533Q.61.000 (15%).
RECOMMENDATION:
JCPH management request approval of Amendment No. 1 to the Personal Services Agreement between
JCPH and Stell for cultural resource assessment; February 8, 2018 — December 31, 2018; $10,682.38
