AN ORDINANCE AUTHORIZING THE }
EXECUTION OF AN AGREEMENT BETWEEN}
JEFFERSON COUNTY AND THE JEFFERSON}
COUNTY VETERANS' SERVICE OFFICERS}
ASSOOATION FOR THE DISBURSEMENT}
OF FUNDS FROM THE JEFFERSON COUNTY }
VETERANS ASSISTANCE FUND }
ORDINANCE NO. 01-0103-94
WHEREAS, the Jefferson County Veterans Assistance Fund was established per
RCW 73.08.080 to provide tax funds to provide emergency relief funds for indigent
veterans who have been residents of the State of Washington for at least one year, and
their dependents, certain short term, emergency assistance for food, shelter, utilities and
other necessities of life, and;
WHEREAS, Jefferson County recognizes that the efficient disbursement of public
funds for indigent veterans and their dependents can only be accomplished with the
cooperation of the veterans organizations who draw on these funds; and,
WHEREAS, the various Veterans' organizations of Jefferson County have
consented to established the JEFFERSON COUNTY VETERANS' SERVICE
OFFICERS ASSOCIATION to be the organization to work with the County in the
disbursement of the these funds through a voucher system; and,
WHEREAS, it is in the best interests of the citizens of Jefferson County and it
contributes to the efficient operation of County government to establish a voucher
system and guidelines for the disbursement of such funds under this voucher system;
and,
NOw, THEREFORE, BE IT HEREBY ORDAINED, by the Board of County
Commissioners of Jefferson County:
Section 1: A voucher system for payments from the Jefferson County Veterans'
Assistance Fund is hereby authorized to be established by the County Commissioners
and operated in cooperation with the JEFFERSON COUNTY VETERANS'
SERVICE OFFICERS ASSOCIATION.
Section 2: The JEFFERSON COUNTY VETERANS' SERVICE OFFICERS
ASSOCIATION will submit to the Jefferson County Commissioners Office a copy
of their duly approved By-laws which indicate that each veterans' organization
authorized to submit applications for assistance, is represented and has a participating
Service Officer in the ASSOCIATION.
If a nationally recognized veterans organization in Jefferson County, (that is not
represented by the JEFFERSON COUNTY SERVICE OFFICERS ASSOCIATION)
submits an application for assistance from the Jefferson County Veteran's Assistance
Fund, that application will be reviewed in accordance with the provisions as set
forth in the agreement authorized by this ordinance.

the Jefferson County Veterans' Assistance Fund
Section 3: The JEFFERSON COUNTY VETERANS' SERVICE OFFICERS
ASSOCIATION is the organization recognized and authorized to execute an agreement
for the purpose of setting forth the conditions for disbursing funds from the Jefferson
County Veterans Assistance Fund for relief to honorably discharged, indigent, wartime
veterans and their dependents.
