On the contrary, forestry is encouraged in all rural areas. section 2.00 Definitions 2.10 "Parcel": any lot, tract, parcel, or site defined by ownership boundaries or by quarter section, half section, or section lines, 2.20 "Desiqnated land": any land designated pursuant to this ordinance, section 3.00 Desiqnation of Interim Forest Lands of Lonq-Term Commercial Significance Any parcel that possesses all of the following characteristics is hereby designated as interim forest land of long-term commercial significance: 1. Is Classified or Designated Timber Tax land, or, State or Federal land outside the National Forest Service boundary; 2. Is forty (40) acres or greater in size; 3, More than fifty per cent (50%) of the parcel consists of Department of Revenue Private Forest Land Grades 1 through 3, or parcel is surrounded on 2 or more sides by other parcels meeting all criteria; 4. Is part of a block of land at least 320 acres in size that meets these designation criteria; 5. Is adjacent to parcels at least 20 acres in size on 80% or more of its perimeter; 6. No part of the parcel lies within one half (1/2) mile of an Interim Urban Growth Area Boundary. 8. No part of the parcel lies within three hundred and thirty (330) feet of the right of way of a principal or minor arterial, to wit: US 101, US 104, SR 20, SR 19, SR 116, Four Corners Road, and Oak Bay Road, Is designated as forest resource land in the July 22, 1992 map produced by the Ad Hoc Forest Resource Group as part of their summary report to the Jefferson County Planning Commission. 9. Section 4.00 Maps: Designated lands shall be identified on maps prepared by the county using the following sources: 1. Department of Natural Resources maps of Private Forest Land Grades. 2. Jefferson County Assessors Office parcel maps. 3. Jefferson County Assessors Office system 36 Data Base 4. Jefferson County Integrated Data Management System, GIS Data Bases for Public Service Providers 5. Ad Hoc Forest Resource Group, Summary report to the Jefferson county Planning commission, July 22, 1992, section 5.00 Petition to Correct Mappinq: 5.10 Petitions: The owner of any land so mapped as designated land may petition the Hearing Examiner for removal of said designation on the basis of incorrect designation or mapping, which may include inaccuracies in the mapping of Private Forest Land Grades, In the latter case, the petition shall be accompanied by a report written by a professional forester demonstrating that section 3.03, concerning class 1, 2, and 3 forest land grades, is not satisfied. 5.20 1. Process: At least ten days prior to the Hearing Examiner reviewing a petition to correct mapping, the subject property shall be posted with notice of the petition and date, time and location of the hearing, The Hearing Examiner shall hold a public hearing on a petition to correct mapping and shall review the petition using the criteria identified in section 3,00 and subsection 5,10 of this ordinance. 2. 2 VOl ~O' fA!l .0 1:1.60 1 2 3 4 5 6 7 8 9 10 11 12 13 14 15 16 17 18 19 20 21 22 23 24 25 26 27 28 29 30 31 32 33 34 35 36 37 38 39 40 41 42 43 The Hearing Examiner is hereby assigned the functions, powers and duties incident to holding hearings and making recommendations to the Board on the approval or disapproval of petitions to correct mapping made under this ordinance, The Board of County Commissioners recommendations on petitions to correct the Hearing Examiner and approve or recommendation. Where the Board disagrees with the recommendation forwarded by the Hearing Examiner, it may hold a hearing and formulate findings and conclusions using the processes identified in subsections 5,201 and 5.202. Section 6.00 Regulations: No designated land shall be subdivided or developed such that its residential density exceeds one unit per forty (40) acres. 3. 4. shall review mapping made by disapprove the 5. section 7.00 Right to Practice Forestry: The County guarantees the right to practice forestry on designated lands. Upon issuance by the County of any development approval on any parcel within three hundred (300) feet of designated lands, the County shall place notice on the title of said parcel indicating that the property is near forest land, on which activities incompatible with residential development may occur. section 9.00 Expiration: The interim designation system, regulations and protections provided Forest Resource Lands by this ordinance shall cease to be effective upon adoption and implementation by the County of a final designation system, and associated development regulations, as required by RCW 36,70A.
