CHANGE IN HEARING DATE
PROPOSED AMENDMENT TO ORDINANCE NO. 1-84
IMPOSING A CHARGE FOR CHECKS RETURNED TO COUNTY OFFICES
NOTICE IS HEREBY GIVEN that a public hearing of the Jefferson County
Board of Commissioners is rescheduled from November 9, 1992 to the 16th day of
November, 1992, at the hour of 11:30 a.m. in the Commissioners' Chambers, Court-
house, Port Townsend Washington for the purpose of obtaining comments from all
interested persons on the proposed amendment to Ordinance No. 1-84 increasing the charge
imposed for checks returned to County offices as follows:

AN ORDINANCE AMENDING ORDINANCE NO. 1-84
INCREASING THE CHARGE FOR PROCESSING CHECKS RETURNED TO OFFICES
WHEREAS, Jefferson County adopted Ordinance No. 1-84 which imposed a
fee of $10.00 for checks returned to County Offices, and
WHEREAS, we have reviewed the fee for this process and determined that
the costs to reprocess these non-negotiable checks have increased and local banks and
businesses are now charging from $15.00 to $20.00 for returned checks.
NOW, THEREFORE, BE IT ORDAINED BY THE JEFFERSON COUNTY
BOARD OF COMMISSIONERS that the following sections of Ordinance No. 1-84 be
amended to read as follows:
Section 2. AUTHORIZATION. The offices of Jefferson County are hereby
authorized to make a charge of fifteen dollars ($15.00) whenever it is necessary to
reprocess a non-negotiable check.
Section 3. EFFECTIVE DATE. This Ordinance shall take effect December
1, 1992.
This ordinance amends the noted sections of Ordinance No. 1-84.

Re: Ordinance 1-84, Return Check Charge
In January of 1984, Ordinance No 1-84 was filed which allowed us to impose
a charge of $10.00 for checks returned to county offices. In reviewing this
fee, I feel that we should increase the charge to $15.00.
Most of the local banks charge a $15.00 fee and many of the business and
merchants charge a fee of $15.00 to $20.00 for returned checks. As this a
costly process, I feel we should at least be charging a fee equal to the
banks.
I appreciate your immediate attention to this matter. I have attached a
copy of Ordinance No. 1-84 for your reference. Please let me know if I can
provide you with further information.

ORDINANCE NO. 1-84
AN ORDINANCE IMPOSING A CHARGE OF TEN DOLLARS ($10.00)
FOR CHECKS RETURNED TO COUNTY OFFICES.
NOW, THEREFORE, BE IT ORDAINED BY THE BOARD OF COUNTY
COMMISSIONERS, JEFFERSON COUNTY, WASHINGTON:
SECTION 1
PURPOSE
It is a convenience to the public to be allowed
to make payments to various County offices in the form of a
check. When such offices receive a non-negotiable check it
is necessary for the receiving office to expend time and effort
correcting records and contacting the makers of such checks.
The costs of reprocessing non-negotiable checks should not be
born by the taxpayers of Jefferson County, costs should be born
by the makers of such non-negotiable checks.
SECTION 2
AUTHORIZATION
The offices of Jefferson County are hereby autho-
rized to make a charge of Ten Dollars ($10.00) whenever it is
necessary to reprocess a non-negotiable check.

SECTION 3
EFFECTIVE DATE
This Ordinance shall take effect on January 1, 1984.
PASSED by the Board of County Commissioners of the County of
Jefferson, signed by the Commissioners and attested to by the Clerk

of the Port Townsend Jefferson County Leader. a weekly
newspaper which has been established. published in the
English language and circulated continuously as a weekly
newspaper in the town of Port Townsend in said County and
State, and for general circulation in said county for more
than six (6) months prior to the date of the fIrst publication
of the Notice hereto attached, and that the said PortTownsend
Jefferson County Leader was on the 27th day of June 1941
approved as a legal newspaper by the Superior Court of said
Jefferson County and that annexed is a true copy of the
Notice of Public Hearing
