SECTION i RECITALS
1.10 PURPOSF.
The purpose of this ordinance is to establish a uniform system for
naming roads and numbering properties and structures as a component
of the 911 emergency response system.
1.20 SCOPE
This ordinance affects the unincorporated area of East Jefferson
County. At such time as it becomes necessary to include other
geographical areas of the County in the 911 system, they shall be
included upon resolution of the Board of County Commissioners. The
uniform road and numbering system shall apply to all private and
county constructed roads and all properties requiring
identification for emergency service. This system may also be used
for postal service addressing.
1.30 TITLE
This ordinance shall be entitled, "Jefferson County 911 Emergency
Locator System Ordinance."

County: Jefferson County, Washington.
County Road Log: A list of all public road names officially
adopted by the county entitled the "Official Jefferson County
Road Log."
Emergency Locator Numbers List: A list of all emergency
locator numbers issued by the county.
Private Road Name Log: A list of all private road names
officially adopted by the county.
Road: See Subsection 3.101, "Classifications."
Road Identification Maps: A set of maps illustrating all
roads identified in the private and county road name logs.
911: The standardized telephone number utilized for
emergency services.

SECTION 3 SYSTEM FEATURES
The 911 emergency locator system uses two basic features:
identification numbers and road names. The identification number
indicates how far a property or structure's access is from the
designated origin of a road, and on which side of the road the
access is located.
3.10 ROADS
The uniform locator system incorporates both county and
private roads. The following criteria shall be applied to roads in
the implementation and maintenance of the system.
3.110 CLASSIFICATIONS
A straight or irregular connecting roadway that does not dead-
end, or a dead-ended road that is likely to be extended to
another road in the future, shall be classified a road, drive,
street, avenue, boulevard, or highway, whenever possible.
A road that dead-ends and is not likely to be extended shall
be classified a court, place, way, or lane, whenever possible.
An access road with one to five assigned emergency locator
numbers shall be considered a common driveway or access,
.unless potential new construction or development is
immediately foreseen, then it may be considered a road.
A privately-owned driveway or common access with more than
five assigned emergency locator numbers shall be considered
a private road for the purpose of this ordinance. When
application is received for a sixth emergency locator number
on such a road or access, such road or access must then be
named aCcording to the provisions of this ordinance.
A road and its length as listed in the county road log, and
only those roads so listed, are considered county roads.
3.120 ORIGINS
The origin of a road is that point at which the roadway
intersects with or provides access from another road.
When a road extends beyond the boundaries of Port Townsend,
the origin of the road shall be established at the city limits
whenever possible.
3. 130 NAMES
All private and county roads shall be provided with names and
identified in the officially adopted county or private road
log. .
No road names shall be duplicat~. Efforts shall be made to
avoid the adoption of similar road names. (See Subsection
4.30.)

A County or private road name may be changed, when the Board
of County Commissioners is petitioned by a minimum of fifty
percent of the property owners addressed along the road
proposed to be renamed, or when the Board is petitioned by the.
Public Works Department after identification by that
Department of a potential safety problem within the system.
The name change shall become official upon approval of the new
name by the Board of County Commissioners. (See Subsection
4.30.)
3.140 SIGNS
Ail county roads shall be signed in accordance with the
standards of the Public Works Department.
All private roads shall be signed to maintain consistency
between county and private road name signs. Private roads
shall be signed in the following manner:
a. The sign shall measure six inches bytwenty-four, thirty,
or thirty-six inches.
b. The name of the road shall be written on the sign in
four inch high, white letters on a brown background.
c. The sign shall be placed on a pole measuring eight to
ten feet above the roadway.
d. The sign shall be located in accordance with the
directions of the Public Works Department.
Private road signs shall be provided by the common property
owners of the road. The Public Works Department may fabricate
the sign upon request and at the expense of property owners.
3.20 NUMBERS
The following criteria shall be employed in the assignment of
emergency identification numbers for the locator system.
3.210 DESIGN
Ail digits except the last digit of an emergency number
indicate in hundredths the miles a property or structure's
point of access is from the origin of the road.
The last digit of the emergency number indicates on which side
of the road a property or structure's access is located. From
the origin of the road, an even number indicates the access
is on the right side and an odd number indicates the access
is on the left side of the road.
The last digit of an emergency number on a single-use driYeway
shall be either "0" or "1". The last digit of a commonly
shared driveway shall be no-greater than "9". No number
greater than nine may be assigned to a commonly shared
driveway as the driveway would then become a private road.

A unit number may be added to a number for multi-use
structures or areas, such as duplexes, malls, condominiums,
apartments, and mobile home or travel trailer parks. The unit
number shall follow the locator number with a dash, then a
digit and/or letter.
An exception to this numbering system may occur in a platted
development where the possibility exists that several lots may
be too close together to continue numbering in hundredths of
miles. When this occurs the Public Works Department will work
with the local fire district to assign an agreed upon address
number.
3.220 DETERMINATIONS
An emergency number shall be determined by measuring to the
nearest one hundredth of a mile from the origin of the road
to the property or structure's access point, whenever
possible.
A primary point of access shall be established for measurement
of an emergency number when a property or structure has
multiple access points.
3.230 ASSIGNMENTS

One emergency number shall be assigned to every residence,
business, industry, institutional building~ general assembly
building, or utility site. Application shall be required at
the time of application for a building permit when no other
number has been assigned at the site of the proposed
structure.(See Subsection 4.20.)
An emergency number may be reassigned when a road name is
changed, new roads are created, or existing roads are vacated.
(See Subsection 4.20.)
An emergency number may be reassigned when the County deems
the measurement or sequence of the number along the road is
inaccurate enough to jeopardize an emergency response.(See
Subsection 4.20.)
When a single-use driveway becomes a multi-use driveway with
the assignment of a second number, the first assigned number
may not be changed.
When a common-use driveway becomes a private road with the
assignment of a sixth emergency number, the existing five
numbers shall be re-assigned and the road named. (See
Subsection 4.30.)
3.240 SIGNS
Ail emergency numbers shall be identified by a sign.
All emergency identification signs shall be uniform: red
with white reflective di~ts and/or letters. The signs
shall be double-faced, showing the number on two sides.
The signs shall be issued by the Public Works Department.
An identification sign shal~ be displayed where the
property or structure's access intersects with the road
assigned. The sign shall be posted three feet above the
roadway and positioned so the numbers can be seen from
both directions.
It may be necessary on long driveways containing multiple
intersections to place additional identification signs to
better facilitate an emergency response. In this event the
Public Works Department will work with the local Fire District
to determine the number of signs required and their posting
locations. When this occurs, the cost of all identification
signs shall be the responsibility of the applicant.
SECTION 4 ADMINISTRATION
4.10 AUTHORITY AND RESPONSIBILITY
The effectiveness of the 911 emergency locator system requires
the coordination and assistance of several public agencies. These
agencies and their administrative dUties are outlined below.
4.110 BOARD OF COMMISSIONERS
The Board of Jefferson County Commissioners is the supervisor
of the 911 emergency locator system. By this ordinance, the Board
shall establish rules and procedures for the implementation and
maintenance of this system. The Board shall make final
determinations of any disputes and grievances related to this
system.
4.120 PUBLIC WORKS DEPARTMENT
The Jefferson County Public Works Department shall coordinate
the locator system. They shall accept all applications for the
assignment of locator numbers. The Department shall process
applications, determine emergency numbers, and administer road
naming procedures. If any potential safety problem is discovered
within the system the Department shall provide the Board of County
Commissioners with possible solutions.
The Board will make the final decision on the method to be
used to correct the problem. Public Works shall be responsible for
maintaining the County and private road name logs, road
identification maps, emergency numbers list, and County road name
signs. The Public Works Department is also responsible for
notifying affected agenci'~s of any changes or additions to the
system.

4.130 PLANNING AND BUILDING DEPARTMENT
The Jefferson County Planning and Building Department shall
direct all applicants requesting assignment of locator numbers to
the Public Works Department.
4.140 EMERGENCY SERVICES
The Jefferson County Sheriff's Office is responsible for
coordination of emergency services. It shall ensure that all
emergency services personnel are educated about and informed of the
911 emergency locator system and have all updates to the Jefferson
County Sheriff Office's road identification maps and emergency
numbers list.
4.150 FIRE DISTRICTS
Each fire district of East Jefferson County shall ensure that
all it's personnel are educated and informed of the 911 emergency
locator system and have all updates to the road identification maps
and emergency numbers list. The fire districts shall assist the
Public Works Department and/or property owners in the update and
maintenance of emergency identification signs.
4.20 NUMBERING PROCEDURES
The timely and efficient assignment of new emergency numbers
is imperative to the success of the' 911 emergency system.
Procedures for the assignment of new numbers are described in
Section 4.210.
It is also imperative to the success of the 911 emergency
system that numbers be correct. As measurements are taken for the
assignment of new numbers, it may be found that existing numbers
are incorrect. Also, numbers may be affected by road name changes
and road creations or wacations. Procedures for the correction or
reassignment of numbers are described in Section 4.220.
4.210 APPLICATIONS
When a Building Permit Application is received by the Planning
and Building Department the applicant shall be directed to the
Public Works Department for an address application.
Within ten working days of receipt of an application, the
locator number shall be determined and issued. A locator
number sign with posting instructions shall be. sent to the
applicant.
Within ten day~' of receipt of the application, affected
agencies shall be notified of the newly assigned number to be
added to their emergency numbers list.

4.220 CORRECTIONS
Upon finding that a number needs to be reassigned, an
accurate number shall be determined and issued. The affected
property owner and/or resident shall be sent a new locator
number plate with posting instructions and an explanation of
reasons for the number change.
Within ten working days from determining the accurate number,
affected agencies shall be notified of the reassigned number
to be added to their emergency numbers list.
In the event an identifier number correction initiated by the
county results in a cost to the property owner (such as to
replace letterhead or a date stamp), this cost may be
reimbursable by the county. Reimbursement, if any, shall be
Yerified by receipts, invoices, et cetera and shall only be
for the direct replacement of affected items.
4.30 ROAD NAMING PROCEDURES
The Board of County Commissioners shall review all new road
names to ensure that the new names are not duplicative or closely
similar to existing names~ The County Commissioners shall also
attempt to ensure that all affected property owners, addressed
along the road, have the opportunity to participate in the choosing
of a road's name. Names for roads are chosen as they are
established. Both county and private roads shall be established
prior to approval of a plat (RCW 58.17) or under the quidelines of
the Jefferson County Sub-division Ordinance and any amendements
thereto. Otherwise, County roads are established by petitions of
property owners, addressed along the road, or the Public Works
Department and official 'action of the Board of County
Commissioners. Other than by the filing of a plat, a private road
is established when six or more locator numbers are required along
a common-use driveway. Procedures for the review of naming a
private road when it is established are outlined below in
Subsection 4.310. Occasionally it may be desirable to change a
road's name. Procedures for county and private road names changes
are described in Subsection 4.320.
4.310 NEW ROAD ADDITIONS
As soon as a sixth emergency number is applied for along a
driveway, the owners of the real property adjacent to the
driveway and addressed off of it, as shown by the county
assessor's records, and the Public Works Department's records,
shall be determined. The real property owners, addressed
along said road., shall be notified of the intent to designate
the driveway as a private road.
The property owners will be given twenty days to submit their
petion for the road name. One list of the County and private
road names already being used shall be sent to a property
owner to prevent duplication. If no names are submitted, the
Board of County Commissioners shall choose a name.
The petition will be scheduled for review by the Board of
County Commissioners at their regularly scheduled meeting. The
Board of County Commissioners shall either accept the proposed
road name or refer it to the property owners for another name.
If referred, a second petition shall be required. If the real
property owners are unable to agree upon a road name within
ten days or longer as so stated by the Board, or if the second
name is rejected, the Board of County Commissioners will
choose a name.
When accepted, the road will be added to the private road name
log and established on the road identification map. The
emergency numbers of affected property owners, addressed along
said road, shall be reassigned and the emergency numbers list
shall be updated.
Within ten working days from the date the Board of County
Commissioners accepts the road name, notice shall be made to
affected agencies and property owners. Affected property
owners, addressed along said road, shall be given new
emergency number signs for their reassigned number. Agencies
shall be given updates to their road identification maps and
emergency numbers list.
4.320 EXISTING ROAD NAME CHANGES
A request to change a road name shall be submitted' on a
petition which identifies the name that is chosen for the
road. This process may be initiated by the real property
owners, addressed along said road, or by the Public Works
Department if, in the course of its normal maintenance of this
system, a potential safety problem is discovered. A minimum
of fifty percent of the property owners, addressed along said
road, shall sign the petition.
Within ten working days from receipt of the petition, the real
property owners, addressed along said road, as shown by the
County Assessor's records and Public Works records, shall be
determined and the signatures on the petition verified.
A date shall be set with the Board of County Commissioners
for a public hearing concerning comments on the proposed road
name change. Notice of said hearing shall be published in the
local newspaper at least ten days prior to the hearing date.
All property owners, addressed along said road, and all
affected agencies shall be notified of the County
Commissioners' meeting. The notice shall state the time, date,
and place of the meeting.

The Board of .County Commissioners shall, at the public
hearing, review the petition, testimony, or recommendations
by affected agencies. The Board shall determine the need to
change the road name, and shall either accept or reject the
proposed road name.
If accepted, the road name will be changed by resoiution and
the private or county road log, emergency numbers list, and
appropriate road identification map shall be updated.
If the Board of County Commissioners rejects the proposed
name, the petition will be referred back to the real property
owners, addressed along said road, and a second proposed name
shall be sUbmitted within ten days or longer if so stated by
the Board. If the real property owners are unable to agree
upon a road name at this time or the second name is rejected
by the Board, the Board of County Commissioners shall select
a name.
Within ten working days from the date the Board of County
Commissioners acts on the petition, notice shall be made to
affected agencies and property owners. If the change in road
name is approved, affected agencies shall be given updates to
the appropriate road identification map and the emergency
numbers list.
The County shall not. be liable for costs to a property owner
relating to corrections to their number if this procedure is
initiated by the real property owners. In the event an
identifier number.correction initiated by the County results
in a cost to the property owner (such as to r e p 1 a c e
letterhead or a date stamp), this cost may be reimbursable by
the County. Reimbursement, if any, shall be verified by
receipts, invoices, et cetera, and shall only be for the
direct replacement of affected items.
4.40 FEES
Fees for the application of emergency numbers shall be
established by the Jefferson County Public Works Department Fee
Schedule Ordinance.

SECTION 5 LEGAL PROVISIONS
5.10 SEVERABILITY
If any section, subsection, or other portion of this ordinance
is for any reason held invalid or unconstitutional by any court of
competent jurisdiction, such section, subsection or .portion shall
be deemed a separate part of this ordinance and such holding shall
not affect the validity of the remaining parts of this ordinance.
5.20 REPEALER
Jefferson County Ordinance No. 4-87, "Jefferson County 911
Emergency Locator System Ordinance," and all rules, regulations and
ordinances of Jefferson county in conflict with this ordinance, or
portions thereof, are hereby repealed.
5.30 EFFECTIVE DATE
This ordinance shall become effective this 1st day of April,
1991.
5.40 ADOPTION
This ordinance is adopted by the Jefferson County Board of
Commissioners this 1st day of April, 1991.
