PROPOSED ORDINANCE REGULATING THE CARRYING AND USE
OF FIREARMS IN A SAFETY ZONE SURROUNDING THE
OLYMPIC AND CLEARWATER CORRECTIONS CENTERS;
PRESCRIBING ENFORCEMENT OFFICIALS AND PROVIDING PENALTIES
WHEREAS, the Olympic and Clearwater Correction Centers are located
within the boundaries of Jefferson County and the safety zone surrounding the Centers
is subject to County regulation, and
WHEREAS, persons carrying and using weapons within the safety zone
present a safety hazard to the Correction Center personnel and inmates,
NOW THEREFORE, BE IT ORDAINED by the Board of County
Commissioners of Jefferson County, WAshington:
SECTION 1. PURPOSE:
The purpose of this ordinance is to prohibit the carrying and/or discharging of weapons
within the safety zone surrounding the Olympic and Clearwater Correction Centers.
The safety zone shall be clearly marked as such with appropriate signing and includes
the following described real property:
All those portions of Sections 28, 29, 32 and 33, Township
26 North, Range 11 West, Willamette Meridian, Jefferson
County, Washington, described as follows:
Commencing at the northwest corner of Section 33; thence
North 73°37'16" West 1,787.66 feet to the west bank of the
Snahapish River and the True Point of Beginning of this
description; thence North 34o38'27'' East 334.25 feet; thence
North 77o47'58'' East 946.37 feet to the west side of the
Hoh Mainline; thence North 11°58'07'' West 1,109.11 feet;
along west side of the Hoh Mainline; thence continuing
North 1 l°58'07'' West 336.59 feet; thence North 74°36'10"
East 1,652.3 feet; thence North 1 l°54'30'' East 693.8 feet;
thence South 88o58'37" East 591.5 feet; thence South
01050'08'' West 2,582.6 feet; thence South 20o14'04'' East
1,460.11 feet; thence South 51005'45'' East 732.62 feet;
thence North 70o44'27'' East 439.60 feet; thence South
22°00'31" East 2,576.1 feet; thence South 06°24'10" East
1,087.9 feet; thence South 44°37'34" West 2,052.9 feet,
thence North 33o39'44'' West 4,173.3 feet; thence westerly
along the centerline of Camp Creek to its point of con-
fluence with the Snahapish River; thence northerly along the
west bank of the Snahapish River to the True Point of
Beginning.
It is the further intent of this ordinance to protect the personnel and inmates of
Olympia and Clearwater Correction Centers against the safety menace incident to the
carrying and/or discharging of weapons within the safety zone. Nothing in this
ordinance shall prohibit the transport of weapons by vehicle, provided said transport
is consistent with state law.
SECTION 2. WEAPONS DEFINED:
The term weapons as used in this ordinance shall include, but not be limited to:
pistols, revolvers, shotguns, rifles, all forms of bows and arrows and slingshots.

SECTION 3. VIOLATIONS:
1) Civil Penalties. Any person who violate the provisions of this ordinance shall be
subject to a penalty in the amount of not less than One Hundred Dollars ($100.00),
nor more than Two Hundred Fifty Dollars ($250.00).
2) Gross Misdemeanor. In addition to the penalty imposed in subsection (1) above,
any person who violates any provision of this ordinance shall be guilty of a gross
misdemeanor.
SECTION 4. ENFORCEMENT OFFICERS AND PROCEDURES:
Enforcement of this ordinance may be by any State or County law enforcement office,
state game office, state fisheries officer or personnel of the Correction Centers. All
such enforcement officers are empowered to issue citations to and/or arrest without
warrant, persons violating the provisions of this ordinance. Said enforcement officers
may serve and execute all warrants, citations and other process issued by the courts.
In addition, mailing by registered mail of such warrant, citation or other process to the
last known place of residence of the offender shall be deemed as personal service
upon the person charged. Said enforcement officers may seize and hold as evidence
the weapon of any person violating the provisions of this ordinance.
SECTION 5. SEVEIRABILITY:
If any section, word or words of this ordinance is found to be unconstitutional, or
otherwise invalid, such constitutionality or invalidity shall not affect the remaining
portions of the ordinance.
SECTION 6. INTERPRETATION:
In the event any other County ordinance, whether or not codified, is in conflict with
any of the terms of this ordinance, the more stringent shall be construed as
applicable.
SECTION 7. EFFECTIVE DATE:
This ordinance shall take effect on the /~dday of ~,/~.~.' 1991.
SECTION 8. REPEALER:
This ordinance repeals and replaces Ordinance No. 8-84 which was approved on
November 5, 1984.
