Chair Erin Lundgren called the meeting to order at 10:30 a.m. in the presence of Members Ruth
Gordon, Philip Morley and Legal Counsel David Alvarez. Member Bob Hamlin was absent.
APPROVAL OF MINUTES
Member Morley moved to approve the meeting minutes of February 2, 2016 as presented.
Member Gordon seconded the motion. The motion carried.
EXECUTIVE SESSION
An Executive Session was scheduled from 10:35 a.m. to 11:00 a.m. with the County
Administrator, Clerk of the Board, Chief Civil Deputy Prosecuting Attorney, Superior Court
Clerk, and Executive Assistant/Claims Coordinator regarding potential litigation. This
exemption is outlined in the Open Public Meetings Act RC W 42.30.110(1)(i). The actual period
of time the Committee met in Executive Session on this topic was from 10:36 a.m. to 10:53 a.m.
At the conclusion of the Executive Session the Committee resumed the regular meeting.
CLAIMS FOR DAMAGES DISCUSSION AND POSSIBLE DECISION
Claim No.: #C-01-16
Claimant: Hope Borsato
Damages: $328.44
Allegation: Windshield Damage
The Committee reviewed the details of this claim. The claimant alleges a Public Works
employee was performing roadside maintenance on Paradise Bay Road and while weedeating a
rock was thrown resulting in the claimant's windshield being damaged. Although the County

employee was following proper procedure, the Committee concludes, in this instance, that a
rock was thrown from the weedeater resulting in windshield damage. Member Gordon moved to
contact the claimant to inquire if repairs have been made to the vehicle. If repairs have been
made to the vehicle, the claimant will be reimbursed in the amount of $328.44. If repairs have
not been made, the claimant will be asked to provide a second quote. The lesser of the two
quotes will be approved for payment. Member Morley seconded the motion. The motion carried.
The Secretary will contact the claimant and prepare the necessary documents to process
payment of this claim.

Claim No.: #C-02-16
Claimant: Joseph Daubenberger
Damages: $2,899.20
Allegation: Vehicle Damage
The Committee reviewed the details of this claim. The claimant alleges that a Jefferson County
Public Works Solid Waste Division employee backed out of a parking spot and inadvertently hit
his vehicle. An incident report was filed by the Public Works Department confirming the
damage to the claimant's vehicle due to the actions of County personnel. Member Morley moved
to approve payment of the claim in the amount of $2,899.20. Member Gordon seconded the
motion. The motion carried. The Secretary will prepare the necessary documents to process
payment of this claim.
Decision: Approved

Clerk, and Executive Assistant/Claims Coordinator regarding actual litigation. This exemption
is outlined in the Open Public Meetings Act RCW 42.30.110(1)(i). The actual period of time the
Committee met in Executive Session on this topic was from 11:00 a.m. to 11:25 a.m.
At the conclusion of the Executive Session the Committee resumed the regular meeting. No
action was taken.
NEW BUSINESS
Chair Lundgren discussed the need to train staff on the use of cell phones for County business. It
is important when texting, employees know that those texts are subject to the Public Records
Act and must be captured and retained for the retention period.
