Member Philip Morley called the meeting to order at 10:3 5 a.m. in the presence of Members
Ruth Gordon, Bob Hamlin and Legal Counsel Michael Haas. Chair Erin Lundgren was absent.
APPROVAL OF MINUTES
Member Gordon moved to approve the special meeting minutes of June 28, 2016 as presented.
Member Morley seconded the motion. The motion carried. The regular meetings for August and
September were cancelled.
EXECUTIVE SESSION
An Executive Session was scheduled from 10:35 a.m. to 10:50 a.m. with the County
Administrator, Prosecuting Attorney, Superior Court Clerk, Safety Officer and Executive
Assistant/Claims Coordinator regarding potential litigation. This exemption is outlined in the
Open Public Meetings Act RCW 42.30.110(1)(i). The actual period of time the Committee met
in Executive Session on this topic was from 10:38 a.m. to 11:05 a.m.
At the conclusion of the Executive Session the Committee resumed the regular meeting.
CLAIM FOR DAMAGES DISCUSSION AND POSSIBLE DECISION
Claim No.: #C-04-16
Claimant: Woodrow Driver
Damages: $3,495.36
Allegation: Personal Property Damage
The Committee reviewed the details of this claim. The claimant alleges that his property has
experienced flooding due to street culvert out -fall of water draining into his front yard. The

claimant is seeking reimbursement for the cost of materials he purchased to construct an onsite
stormwater facility (300' curtain drain) in the amount of $3,495.36.
The Jefferson County Public Works Department maintains the road system, including ditches
and culverts, in the configuration in which they were constructed. They do not perform work
outside of the right-of-way and are not responsible for correcting off right-of-way drainage
issues or modification of the system on the right-of-way to alleviate drainage issues located
outside the right-of-way. The right-of-way for Jacob Miller Road was acquired and the road was
constructed well before the residential development of the claimant's property. Culverts were
installed in low areas corresponding to drainage patterns that existed at the time the road was
constructed.
Based on the information provided by the Jefferson County Public Works Department, Member
Hamlin moved to deny claim #C-04-16. Member Gordon seconded the motion. The motion
carried. The Executive Assistant/Claims Coordinator will draft a letter of denial to be sent to the
claimant.
Decision: Denied
OLD BUSINESS
The Committee reviewed the 2016 Civil Lawsuit Status Log (as of June 20, 2016).
NEW BUSINESS
Member Morley informed the Committee that Public Health Director Vicki Kirkpatrick has
agreed to serve on the Risk Management Committee and will be appointed by the County
Commissioners at their next regular meeting.
NOTICE OF ADJOURNMENT
Member Gordon moved to adjourn the meeting at 11:15 a.m. Member Hamlin seconded the
motion. The motion carried.
