HomeMy WebLinkAboutM06032014 RISK MANAGEMENT COMMITTEE June 3, 2014 - 10:30 a.m. MEETING MINUTES MEMBERS: Philip Morley, County Administrator/Risk Manager Erin Lundgren, Clerk of the Board/Risk Coordinator (Chair) Judi Morris, Treasurer Jean Baldwin, Public Health Director Bob Hamlin, Safety Officer LEGAL COUNSEL: David Alvarez, Deputy Prosecuting Attorney RECORDER: Leslie Locke, Deputy Clerk of the Board Chair Erin Lundgren called the meeting to order at 10:30 a.m. in the presence of Members Philip Morley, Judi Morris, Jean Baldwin, and Legal Counsel David Alvarez. Member Bob Hamlin was absent. APPROVAL OF MINUTES Member Morris moved to approve the meeting minutes of May 6, 2014 as presented. Member Morley seconded the motion. The motion carried. EXECUTIVE SESSION An Executive Session was scheduled from 10:35 a.m. to 10:55 a.m. with the Deputy Prosecuting Attorney, County Administrator, Public Health Director, Treasurer, Clerk of the Board, and the Deputy Clerk of the Board regarding actual litigation. This exemption is outlined in the Open Public Meetings Act RCW 42.30.110(1)(i). The actual period of time the Committee met in Executive Session on this topic was from 10:35 a.m. to 10:55 a.m. At the conclusion of the Executive Session the Committee resumed the regular meeting and no action was taken. EXECUTIVE SESSION An Executive Session was scheduled from 10:55 a.m. to 11:15 a.m. with the Deputy Prosecuting Attorney, County Administrator, Public Health Director, Treasurer, Clerk of the Board, Public Works Director and the Deputy Clerk of the Board regarding potential litigation. The actual period of time the Committee met in Executive Session on this topic was from 10:55 a.m. to 11:53 a.m. At the conclusion of the Executive Session the Committee resumed the regular meeting and the following action was taken. CLAIMS FOR DAMAGES DISCUSSION AND POSSIBLE DECISION Claim No.: #C-02-14 Claimant: Michael Freestone Damages: $9,000.00 Allegation: Property Damage to Camper The Committee reviewed the details of this claim and concluded the evidence presented by the claimant fails to indicate any wrongdoing by County personnel that would entitle the claimant to money damages from the County. Instead, the alleged negligent party is the Jefferson County Fair Board, a separate entity. Deputy Clerk of the Board Leslie Locke reported she has forwarded a copy of the claim to the Jefferson County Fair Board. Member Morris moved to deny claim #C-02-14 by sending a letter to the claimant with contact information for the Fair Board. Member Morley seconded the motion. The motion carried. Decision: Denied DIRECTION TO THE CLERK/RECORDER The Clerk was directed to prepare a letter of denial and provide the claimant with contact information for the Jefferson County Fair Board. A copy of the letter will be sent to the Jefferson County Fair Board. OLD BUSINESS Discussion re: Training Offered by Washington Counties Risk Pool: At the May 6, 2014 Risk Management Committee meeting the Committee discussed training options for County employees, specifically public records and records retention training for new employees. The Clerk was previously asked to contact the Washington Counties Risk Pool (WCRP) to see if they offer records retention training. The Clerk reported that in the past the WCRP offered a class on e-mail liability that includes a 40 minute section dealing with records retention. The WCRP will be offering the class approximately 8 times in 2014/2015 if their budget for this training is approved. Risk Management Committee Meeting Minutes — June 3, 2014 Page: 3 NEW BUSINESS Discussion re: Risk Management Committee Member Vacancy: Treasurer Judi Morris will be retiring on June 30, 2014 and will no longer be able to serve on the Risk Management Committee. The Committee discussed possible candidates to fill the Elected Official vacancy. Member Morley will contact Superior Court Clerk Ruth Gordon and ask if she would be willing to serve on this Committee.
