HomeMy WebLinkAboutM04022013 RISK MANAGEMENT COMMITTEE April 2, 2013 - 10:00 a.m. MINUTES MEMBERS: Philip Morley, County Administrator/Risk Manager Erin Lundgren, Clerk of the Board/Risk Coordinator (Chair) Judi Morris, Treasurer Jean Baldwin, Public Health Director Bob Hamlin, Safety Officer LEGAL COUNSEL: David Alvarez, Deputy Prosecuting Attorney RECORDER: Leslie Locke, Deputy Clerk of the Board Chair Erin Lundgren called the meeting to order at 10:00 a.m. in the presence of Members Judi Morris, Jean Baldwin, Bob Hamlin, Philip Morley and Legal Counsel David Alvarez. APPROVAL OF MINUTES Member Baldwin moved to approve the meeting minutes of March 5, 2013 as presented. Member Morris seconded the motion which carried by a unanimous vote. EXECUTIVE SESSION An Executive Session was scheduled from 10:05 a.m. to 10:20 a.m. with the County Administrator, Deputy Prosecuting Attorney, Treasurer, Public Health Director, Clerk of the Board, Safety Officer and the Deputy Clerk of the Board regarding potential litigation. This exemption is outlined in the Open Public Meetings Act RCW 42.30.110(1)(i). The actual period of time the Committee met in Executive Session on this topic was from 10:05 a.m. to 10:08 a.m. At the conclusion of the Executive Session the Committee resumed the regular meeting and no action was taken. OLD BUSINESS Discussion re: Sample Punitive Damages Letter: The Committee discussed a draft letter that would be sent to an employee in the event that they are named individually as defendants in a lawsuit. Risk Management Committee Meeting Minutes - April 2, 2013 Page: 2 Member Morley would like to see a more generic letter making employees aware of their rights if they are named in a lawsuit. Member Baldwin suggested a section be included in the personnel policy outlining employees' rights and explaining punitive damage. Legal Counsel Alvarez will draft some language for possible inclusion in the Personnel Policy Manual. EXECUTIVE SESSION An Executive Session was added from 10:30 a.m. to 10:50 a.m. with the County Administrator, Deputy Prosecuting Attorney, Treasurer, Public Health Director, Clerk of the Board, Safety Officer and the Deputy Clerk of the Board regarding actual litigation. NEW BUSINESS Discussion re: Open Loss Run: Member Morley provided an overview of the lawsuits and claims that are currently pending against Jefferson County. Discussion re: Possible Increase of Liability Insurance Deductible: Member Morley recently served on a panel at the Washington Counties Risk Pool where he presented a power point analysis on lowering County liability insurance costs by increasing the County's deductible. He handed out and discussed the power point presentation.
