HomeMy WebLinkAboutM06042013 RISK MANAGEMENT COMMITTEE June 4, 2013 -10:00 a.m. MINUTES MEMBERS: Philip Morley, County Administrator/Risk Manager Erin Lundgren, Clerk of the Board/Risk Coordinator (Chair) Judi Morris, Treasurer Jean Baldwin, Public Health Director Bob Hamlin, Safety Officer LEGAL COUNSEL: David Alvarez, Deputy Prosecuting Attorney RECORDER: Leslie Locke, Deputy Clerk of the Board Chair Erin Lundgren called the meeting to order at 10:00 a.m. in the presence of Members Philip Morley, Jean Baldwin, Bob Hamlin, and Legal Counsel David Alvarez. Member Judi Morris was absent. APPROVAL OF MINUTES Member Morley moved to approve the meeting minutes of May 7, 2013 as presented. Member Baldwin seconded the motion. The motion carried. EXECUTIVE SESSION An Executive Session was scheduled from 10:05 a.m. to 10:10 a.m. with the County Administrator, Deputy Prosecuting Attorney, Public Health Director, Clerk of the Board, Safety Officer and the Deputy Clerk of the Board regarding actual litigation. This exemption is outlined in the Open Public Meetings Act RCW 42.30.110(1)(i). The actual period of time the Committee met in Executive Session on this topic was from 10:05 a.m. to 10:25 a.m. At the conclusion of the Executive Session the Committee resumed the regular meeting and no action was taken. NEW BUSINESS Department Review of Vehicle Accidents/Incidents: Sheriff Anthony Hernandez was present to discuss recent accidents involving Sheriff's Office patrol vehicles. He stated that since the beginning of 2013 there have been six (6) accidents. He informed the Committee that once a Risk Management Committee Meeting Minutes - June 4, 2013 Page: 2 year Deputies are required to successfully complete an Emergency Vehicle Operator Course (EVOC). Deputies use their County issued patrol vehicles during the EVOC course and are taught various maneuvers including the Pursuit Intervention Technique (PIT). The Sheriff's Office also has a "termination of pursuit policy" to minimize risk to the public and Deputies. He stated that the Sheriff s Office has established a Driving Review Board that uses a point system for determining the level of discipline necessary when a Deputy is involved in an accident. He has reviewed the option of installing cameras in patrol vehicles but at this time it is too costly. Member Morley asked if a drug test is performed following an accident? Sheriff Hernandez responded no. Member Morley suggested establishing a policy for all Jefferson County employees to be drug tested if they are involved in an accident while driving a County vehicle or their personal vehicle while conducting County business. Discussion re: Washington Counties Risk Pool Loss Summary: This item will be discussed at a future meeting.
