RISK MANAGEMENT COMMITTEE
July 2, 2013 - 10:00 a.m.
MINUTES

Member Philip Morley called the meeting to order at 10:00 a.m. in the presence of Members
Judi Morris, Bob Hamlin, Jean Baldwin, and Legal Counsel David Alvarez. Chairman Erin
Lundgren was absent.
APPROVAL OF MINUTES
Member Hamlin moved to approve the meeting minutes of June 4, 2013 as presented. Member
Baldwin seconded the motion. The motion carried.
EXECUTIVE SESSION
An Executive Session was scheduled from 10:05 a.m. to 10:20 a.m. with the County
Administrator, Deputy Prosecuting Attorney, Public Health Director, Treasurer, Safety Officer
and the Deputy Clerk of the Board regarding potential litigation. This exemption is outlined in
the Open Public Meetings Act RCW 42.30.110(1)(i). The actual period of time the Committee
met in Executive Session on this topic was from 10:10 a.m. to 10:17 a.m.
At the conclusion of the Executive Session the Committee resumed the regular meeting and no
action was taken.
An Executive Session was scheduled from 10:20 a.m. to 10:40 a.m. with the County
Administrator, Deputy Prosecuting Attorney, Public Health Director, Treasurer, Safety Officer
and the Deputy Clerk of the Board regarding actual litigation. This exemption is outlined in the
Open Public Meetings Act RCW 42.30.110(1)(i). The actual period of time the Committee met
in Executive Session on this topic was from 10:17 a.m. to 10:43 a.m.

At the conclusion of the Executive Session the Committee resumed the regular meeting and no
action was taken.
NEW BUSINESS
Discussion re: Washington Counties Risk Pool Loss Summary: The Committee reviewed the
Washington Counties Risk Pool Loss Summary report. Member Baldwin voiced concern about
increasing the County's deductible. She is worried that if the County has to pay out on a couple
of claims that would impact the budget and ultimately impact all departments.
The Committee looked at the departments that had the most claims and the kind claims that were
filed. They discussed how to reduce the risk in those areas such as training. Legal Counsel
Alvarez suggested utilizing the manager's training offered by the Washington Counties Risk
Pool. Member Baldwin stated she took a supervisor's training on sexual harassment that was
very informative.
Member Morley and the Deputy Clerk of the Board will prepare a summary of the high risk
departments/occurrences. The summary will be sent to elected officials and department
directors for their input on potential training to reduce risk.

Member Hamlin moved to adjourn the meeting at 11:20 a.m. Member Morris seconded the
motion. The motion carried.
