HomeMy WebLinkAboutM05082012 RISK MANAGEMENT COMMITTEE May 8, 2012 -10:00 a.m. MINUTES MEMBERS: Philip Morley, County Administrator/Risk Manager Erin Lundgren, Clerk of the Board/Risk Coordinator (Chair) Judi Morris, Treasurer Jean Baldwin, Public Health Director Vacant, Safety Officer LEGAL COUNSEL: David Alvarez, Deputy Prosecuting Attorney RECORDER: Leslie Locke, Deputy Clerk of the Board Chair Erin Lundgren called the meeting to order at 10:00 a.m. in the presence of Members Judi Morris and Philip Morley and Legal Counsel David Alvarez. Member Jean Baldwin arrived shortly after the meeting began. APPROVAL OF MINUTES Member Morris moved to approve the minutes of March 13, 2012 as presented (No Meeting in April) and Member Morley seconded the motion. The motion carried. EXECUTIVE SESSION The Committee met in Executive Session from 10:05 a.m. to 10:25 a.m. regarding potential litigation. This exemption is outlined in the Open Public Meetings Act RCW 42.30.110(1)(i). At the conclusion of the Executive Session the meeting returned to open session with no action taken. OLD BUSINESS Discussion re: Manthe vs. Dickey (Claim No. 73550931-7): Legal Counsel Alvarez informed the Members that this lawsuit was a result of a Skookum vehicle colliding with a Shold Excavating dump truck driven by Ivan Manthe. Jefferson County owned the vehicle which was leased to Skookum who was providing recycling services to the County. The agreement for recycling services included an indemnification clause. On March 14, 2012 the Kitsap County Superior Court dismissed Jefferson County and Jefferson County Public Works from any liability. Risk Management Committee Meeting Minutes - May 8, 2012 Page: 2 NEW BUSINESS Discussion re: Loss Analysis Summary Report: Chair Lundgren stated that she and Member Morley met with Jill Lowe and Lisa Daly from the Washington Counties Risk Pool to review the loss analysis for Jefferson County. This report includes statistics for the last ten (10) years and over all Jefferson County has made strides to reduce any loss. Member Morris suggested that this report be discussed at the next quarterly meeting of the Elected Officials and Department Heads. NOTICE OF ADJOURNMENT Member Morris moved to adjourn the meeting at 10:46 a.m. Member Baldwin seconded the motion which carried by a unanimous vote. Respectfully submitted: Leslie R. Locke, Recorder
