RISK MANAGEMENT COMMITTEE

MINUTES
MEMBERS: David Alvarez, Deputy Prosecuting Attorney
Philip Morley, County Administrator/Risk Manager
Lorna Delaney, Clerk of the Board/Risk Coordinator (Chair)
RECORDER: Leslie Locke, Deputy Clerk of the Board
Chair Lorna Delaney called the meeting to order at 9:35 a.m. in the presence of Member David Alvarez.
Member Philip Morley was absent.
APPROVAL OF MINUTES
Member Alvarez moved to approve the minutes of April 13, 2011 as presented. Chairman Delaney
seconded the motion. The motion carried.
EXECUTIVE SESSION
The Committee met in Executive Session from 9:31 a.m. to 9:44 a.m. regarding potential litigation.
This exemption is outlined in the Open Public Meetings Act RCW 42.30.110(1)(i). At the conclusion
of the Executive Session the meeting was reconvened and the following claims were discussed:
Claim No.: C-04-11
Claimant: Robert & Janet Palmer
Damages: $261,907.34
Allegation: Property Damage
The Committee reviewed the details of this claim. The Washington Counties Risk Pool has assigned
outside legal counsel (Mark Johnsen) to handle this claim. The Jefferson County Public Works
Department has prepared a response and it is being reviewed by Mark Johnsen. No action was taken by
the Committee

Claim No.: C-06-11
Claimant: Jean Murray and Diego Garcia (Minor Child)
Damages: $100,000.00
Allegation: Unlawful Arrest and Mental Distress
The Committee reviewed the details of this claim. The Washington Counties Risk Pool has assigned
outside legal counsel (John Justice) to handle this claim. The Jefferson County Sheriff's Office is
preparing a response. Member Alvarez requested that JeffCom be asked to also prepare a response
regarding this claim. Member Alvarez will contact John Justice to discuss settlement options.
Member Alvarez moved to discuss claim #C-06-11 again at the RMC meeting on June 8, 2011.
Chairman Delaney seconded the motion which carried.
Decision: Pending
Next month the RMC will review the revised Notice of Claim form after Chairman Delaney does a
review of same to insure conformity with what the Washington Counties Risk Pool requires for that
form.

Member Alvarez moved to adjourn the meeting at 9:50 a.m. Chairman Delaney seconded the motion
which carried.
