Chair Lorna Delaney called the meeting to order at 9:35 a.m. in the presence of Member David Alvarez
and Member Philip Morley.
APPROVAL OF MINUTES
Member Alvarez moved to approve the minutes of May 11, 2011 as presented. Member Morley
seconded the motion which carried by a unanimous vote.
EXECUTIVE SESSION
The Committee met in Executive Session from 9:35 a.m. to 10:04 a.m. regarding potential litigation.
This exemption is outlined in the Open Public Meetings Act RCW 42.30.110(1)(i). At the conclusion
of the Executive Session the meeting was reconvened and the following claims were discussed:

Claimant: Hanna Tallman, et al; James McGill and Phillip Booth
Damages: Unknown
Allegation: Bodily Injury
The Committee reviewed the details of this claim. An adjuster, assigned by the Washington Counties
Risk Pool is in the process of investigating this claim. No action was taken by the Committee.

Allegation:
Violation of Civil Rights
A lawsuit has been filed in the United States District Court regarding this claim. Attorney Mark Johnsen
has been assigned to this suit by the Washington Counties Risk Pool. Although, this claim is closed
Member Alvarez updated the Committee that this lawsuit may be dismissed. He will follow up with
more information when it becomes available.

Claimant: Jean Murray and Diego Garcia (Minor Child)
Damages: $100,000.00
Allegation: Unlawful Arrest and Mental Distress
The Committee reviewed the details of this claim. The Washington Counties Risk Pool has assigned
outside legal counsel (John Justice) to handle this claim. A response from the Jefferson County
Sheriff's Office has been received and the Committee is waiting for a response from JeffCom. Member
Alvarez will contact the Sheriff s Office and the Superior Court Clerk to make sure procedures are being
followed properly and to inquire if any changes need to be made. No action was taken by the
Committee.

Bodily Injury
The Committee reviewed the details of this claim. An adjuster, assigned by the Washington Counties
Risk Pool has reviewed this claim. The Jefferson County Public Works also performed an internal
investigation. Based on the recommendation by outside adjuster, Joe Campeau, Member Alvarez moved
to deny this claim and have Mr. Campeau send a letter indicating that Jefferson County doesn't carry
premises medical coverage. Member Morley seconded the motion which carried by a unanimous vote.

Claimant: Johnnie Hynson
Damages: $213.00
Allegation: Application Fee for Address Protest
The Committee reviewed the details of this claim and is waiting for a response from Sheriff's Office and
the Community Development Departments. No action was taken by the Committee.

Claim No.: C-09-11
Claimant: Tye, Taya & Izaak Seeley
Damages: $600,000.00
Allegation: Bodily Injury & Mental Distress
The Committee reviewed the details of this claim. The Jefferson County Public Health Department
provided information regarding this incident that occurred on August 8, 2008. Member Alvarez moved
to deny this claim and will draft a letter indicating that Jefferson County inspected the septic tank in
2002 and that the system was subsequently inspected by the PUD #1 in 2007. The letter will also state
that the property owner has an obligation to maintain the septic system. Member Morley seconded the
motion which carried by a unanimous vote. The letter of denial will be sent to the Claimant's attorney.

CHANGE IN RISK MANAGEMENT POLICY
On July 8, 2010 the Risk Management Committee approved a draft Risk Management policy and
directed that it be placed on the County Commissioners agenda for final approval. Prior to final
approval the Washington Counties Risk Pool made revisions and the Committee reviewed the suggested
changes. After discussion regarding payment of claims the Clerk was asked to get more information on
how claims are paid if they do not fall under the coverage of the Risk Pool and if there is a reserve fund
established for those claims. This issue will be discussed at a later date.

Member Morley moved to adjourn the meeting at 10:30 a.m. Member Alvarez seconded the motion
which carried by a unanimous vote.
