RISK MANAGEMENT COMMITTEE

MINUTES
MEMBERS: David Alvarez,Deputy Prosecuting Attorney
Philip Morley, County Administrator/Risk Manager
Lorna Delaney, Clerk of the Board/Risk Coordinator(Chair)
RECORDER: Leslie Locke, Deputy Clerk of the Board
Chair Lorna Delaney called the meeting to order at 9:30 a.m. in the presence of Member David
Alvarez and Member Philip Morley. Also present were Treasurer Judi Morris and Public Health
Director Jean Baldwin.
APPROVAL OF MINUTES
Member Morley moved to approve the minutes of August 10, 2011 as presented. Member
Alvarez seconded the motion which carried by a unanimous vote.
EXECUTIVE SESSION
The Committee met in Executive Session from 9:31 a.m. to 9:55 a.m. regarding potential
litigation. This exemption is outlined in the Open Public Meetings Act RCW 42.30.110(1)(i).
At the conclusion of the Executive Session the meeting was reconvened.
Claim No.: C-10-11
Claimant: Ivan Manthe
Damages: $2,273,183.40
Allegation: Bodily Injury
The Committee reviewed the details of this claim. Outside counsel (John Justice) has been
assigned by the Washington Counties Risk Pool and is in the process of investigating this claim.
Member Morley moved to send a letter to Skookum asking their auto insurance provider
respond to Ivan Manthe and his Attorney McMenamin & McMenamin claim. Member Alvarez
seconded the motion which carried by a unanimous vote. After the meeting was concluded
Member Alvarez received an email from John Justice indicating that progress had been made
and there was no need to send a letter.

RISK MANAGEMENT POLICY
The County Commissioners approved the new Risk Management Policy on August 15, 2011.
Beginning next month the new Risk Management Committee will consist of the County
Administrator, an Elected Official, a Department Head, the Clerk of the Board, and the Safety
Officer.
NOTICE OF ADJOURNMENT
Member Alvarez moved to adjourn the meeting at 10:00 a.m. Member Morley seconded the
motion which carried by a unanimous vote.
