HomeMy WebLinkAboutM10182011RISK MANAGEMENT COMMITTEE October 18, 2011 - 10:30 a.m. SPECIAL MEETING MINUTES MEMBERS: Philip Morley, County Administrator/Risk Manager Elizabeth Hill, Clerk of the Board/Risk Coordinator (Chair) Judi Morris, Treasurer Jean Baldwin,Public Health Director Vacant, Safety Officer LEGAL COUNSEL: David Alvarez,Deputy Prosecuting Attorney RECORDER: Leslie Locke, Deputy Clerk of the Board Chair Elizabeth Hill called the meeting to order at 10:30 a.m. in the presence of Member Judi Morris, Member Jean Baldwin, Member Philip Morley and Legal Counsel, David Alvarez. APPROVAL OF MINUTES Member Morris moved to approve the minutes of September 14, 2011 as presented. Member Morley seconded the motion which carried by a unanimous vote. RISK MANAGEMENT COMMITTEE OVERVIEW David Alvarez explained the purpose and duties for the Risk Management Committee to the new members. EXECUTIVE SESSION The Committee met in Executive Session from 11:00 a.m. to 11:30 a.m. regarding potential litigation. This exemption is outlined in the Open Public Meetings Act RCW 42.30.110(1)(i). Legal counsel Alvarez provided the Committee members with a brief description of all the claims the County has received during 2010 and 2011. At the conclusion of the Executive Session the meeting returned to open session and the following claim was discussed: Claim No.: C-12-11 Claimant: James Smith Damages: $941.34 plus Car Rental Allegation: Vehicle Damage The Committee reviewed the details of this claim and concluded that there is insufficient evidence to prove that the damage sustained was the result of an act or omission by County Risk Management Committee Special Meeting Minutes - October 18, 2011 Page: 2 personnel. Member Morris moved to deny payment of claim #C-12-11 submitted by James Smith in the amount of$941.34 plus the cost of a rental car. Member Morley seconded the motion which carried by a unanimous vote. Decision: Denied DIRECTION TO THE CLERK/RECORDER Member Morris moved to direct the Clerk to prepare for signature, the claim reports regarding the decision made on Claim #C-12-11. RESOLUTION CONTINUING A RELATIONSHIP WITH THE WASHINGTON COUNTIES RISK POOL The members reviewed a proposed resolution received from the Washington Counties Risk Pool. After discussion of who can be designated/appointed, Member Morris moved to recommend the following names to the Board of County Commissioners for final approval: WCRP Name County Position Relationship Director: Philip Morley County Administrator Alternate Director: David Alvarez Deputy Prosecutor Risk Manager: Philip Morley County Administrator Claims Administrator: Leslie Locke Executive Assistant Safety Officer: Elizabeth Hill HR Director Prosecuting Attorney: Scott Rosekrans Prosecuting Attorney (Civil)Deputy David Alvarez Deputy Prosecutor Prosecuting Attorney*: * Optional Member Baldwin seconded the motion which carried by a unanimous vote. The County Commissioners will take action on this resolution on November 7, 2011.
