Chair Elizabeth Hill called the meeting to order at 9:30 a.m. in the presence of Member Judi
Morris, Member Jean Baldwin, Member Philip Morley and Legal Counsel, David Alvarez.
Member Morley requested that a Washington Counties Risk Pool Fall Conference report be
added to the agenda.
APPROVAL OF MINUTES
Member Morley moved to approve the minutes of October 18, 2011 Special Meeting as
presented. Member Morris seconded the motion which carried by a unanimous vote.
EXECUTIVE SESSION
The Committee met in Executive Session from 9:35 a.m. to 10:00 a.m. regarding potential
litigation. This exemption is outlined in the Open Public Meetings Act RCW 42.30.110(1)(i).
At the conclusion of the Executive Session the meeting returned to open session.
The Committee then went into Executive Session from 10:00 a.m. to 10:15 a.m. regarding actual
litigation. This exemption is outlined in the Open Public Meetings Act RCW 42.30.110(1)(i).
At the conclusion of the Executive Session the meeting returned to open session and the
following claim was discussed:
Claim No.: C-11-11
Claimant: Leslie Lincoln
Damages: $100,000
Allegation: Bodily Injury
The Committee reviewed the details of this claim and concluded that there is insufficient
evidence to prove that the alleged injury sustained was the result of an act or omission by
County personnel. Member Morris moved to deny payment of claim #C-11-11 submitted by
Risk Management Committee Meeting Minutes - November 9, 2011 Page: 2
Leslie Lincoln in the amount of$100,000. Chair Hill seconded the motion which carried by a
unanimous vote.
Decision: Denied
DIRECTION TO THE CLERK/RECORDER
Member Morris moved to direct the Clerk to prepare for signature, the claim reports regarding
the decision made on Claim #C-11-11. Member Baldwin seconded the motion which carried by
a unanimous vote.
REPORT ON WASHINGTON COUNTIES RISK POOL FALL CONFERENCE
Member Morley attended the Washington Counties Risk Pool Fall Conference and provided the
Committee with copies of a power point presentation regarding 1) Contract Liability; and 2)
Employment Investigations.
Member Baldwin suggested the County provide mandatory training for Managers and
Department Heads on reducing risks of employment claims and investigations.
Chair Hill will review a possible 2012 training schedule and report back at a future Risk
Management Committee meeting.
Member Morley discussed the reserve amount the County holds for claims/lawsuits. Once a
Central Services Manager is hired this discussion will be revisited.
In response to a statement made by Member Baldwin as to certain County departments having
more claims filed against them, the Deputy Clerk replied that in the past the Auditor's office
billed those departments for the amount that was paid out on a claim. She will contact the
Auditor's office to inquire if that is still their practice.

Chair Hill moved to adjourn the meeting at 10:45 a.m. Member Baldwin seconded the motion
which carried by a unanimous vote.
