IT IS HEREBY RESOLVED that Undi Road Bypass, County Road No. 151009, from M.P. 0.0 to
M.P.2.185, be improved as follows:
Final road improvements to the emergency bypass to widen as practical, improve intersection alignment,
add guardrail, add crushed surfacing and other work incidental to the improvements.
IT IS FURTHER RESOLVED that an appropriation from the officially adopted road fund budget and based on
the County Engineer's estimate is hereby made in the amounts and for the purpose shown:

UNDI ROAD BYPASS PROJECT (CONTINUED)
Right-of-way costs totaled nearly $300,000. Engineering, surveying/staking, special studies for permits, and
inspection added another $150,000 bringing the total cost to $1.4 million. Cost to keep the old road open while
the new route was built was roughly $250,000. Several local companies played key roles in the project includ-
ing Pacific Forest Management (Forks, WA) for permitting and Clark Land Office (Port Angeles, WA) for sur-
veying and staking.
Subsequent to project completion, Jefferson County was awarded an additional $2 million through the Federal
Lands Access Program (FLAP) for future improvements to the new route. Success through this competitive
grant program was largely due to support from the US Forest Service, National Park Service, and State and
Federal legislators. The FLAP project will be managed by the Federal Highways Western Federal Lands of-
fice.

UNDI ROAD BYPASS PROJECT
The new Undi Road Bypass was opened to traffic in November 2016 after Undie Road was identified as unsafe for
motor vehicles. The Bypass ensures continued access to homes, fishing, and a popular trailhead into Olympic Na-
tional Park.
The old Undie Road, which ran along the Bogachiel River, was damaged by a series of flood events in November,
2015. Damage to the road continued as a large, deep-seated landslide was mobilized by the flooding. Based on ge-
otechnical inspection of the landslide area, the flooding river and po-
ntial risk, Public Works staff determined that full closure of the road

The route included upgrading 1.5 miles of DNR road and
constructing 0.9 miles of new road on steep and challenging
terrain. At the time the construction contract was awarded,
the County had no assurance that any federal assistance
would be provided and had to make the difficult financial
choice to commit over $1 million dollars to this project. It
was not until after the project was completed on November
30, 2016 that the County was awarded Federal Emergency
Management Agency (FEMA) funds to offset approximately
85% of the costs, thanks to the efforts of staff at the State
Emergency Management Department and support from State
and Federal legislators.
The new road varies in width from 17 feet to 24 feet and is
gravel surfaced. The project was designed and managed by
Public Works. It was constructed under 2 contracts by Inter -
west Construction Inc. (Burlington, WA with offices in Se-
quim) for a combined cost of approximately $990,000. Con-
struction was complicated by record-setting rain in October,
2016.

Undi Road Bypass, MP 0.000 to MP 2.185
Statement of Issue: in 2016, Jefferson County Public Works (JCPW) completed an emergency
primitive road bypass around a large landslide on Undie Road. Subsequently, Jefferson County was
awarded Federal Land Access Program (FLAP) funds to improve this route and provide secure long-
term access to USFS and National Park lands accessed via this road. JCPW and Clallam County Public
Works met with Western Federal Lands (WFL) to set goals for completion of the scoping process to
spend 2016 FLAP funding on final improvements to primitive Undi Road Bypass. JCPW will cooperate
with Clallam County Public Works and WFL to lead a process to bring the Undi Road Bypass to certain
design specifications for practical long-term use and access to residences and a US Forest Service
road. See attached exhibit, May 2, 2017 JCPW News.
Analysis/Strategic Goals/Pro's Ft Con's: The project has been authorized in the 2018-2023
Transportation Improvement Plan (TIP). The 2016 grant award is applicable to the Undi Road Bypass
in Clallam and Jefferson Counties per FHWA Western Federal Lands division. The project will benefit
Jefferson County residential land use along the Bogachiel River, recreational visitors for year-round
access to the Pacific Northwest Trail leading to US Forest Service and Olympic National Park trail
heads, and improved maintenance costs on the Undi Road Bypass.
Fiscal Impact/Cost Benefit Analysis: The grant has $2,001,815.00 available with state toll credits
qualifying as local match. The requested expenditure of $33,000 in county forces will not be
reimbursed. Since the project will be delivered by FHWA, the FLAP project funds will not run through
Jefferson County. Therefore, only the local expenditure of $33,000 is shown on the attached project
resolution.
Recommendation: To authorize a resolution to create a project to improve the entire length of Undi
Road Bypass, MP 0.000 to MP 2.185.
