Statement of Issue: Public Works staff requests a modification of the scope of work
and budget in the original agreement with PBS Engineering and Environmental to
include additional geotechnical exploration and analysis for the Snow Creek Road MP
0.84 Preliminary Design.
Analysis/Strategic Goals/Pro's 8t Con's: This supplement to the existing scope of
work between Jefferson County and PBS Engineering and Environmental is for
additional geotechnical exploration and analysis for the Snow Creek Road MP 0.84
Preliminary Design.
Fiscal Impact/Cost Benefit Analysis: The maximum amount payable for this
supplement is $14,824.00. The maximum amount payable for the PBS Engineering and
Environmental agreement will increase from $102,926.00 to $117,750.00. This
preliminary design work is funded by the County Road Fund. Public Works intends to
seek grant funding for project construction.
Recommendation: The Board is requested to sign all three originals of the
Supplemental Agreement with PBS Engineering and Environmental, and return two
originals to Public Works.

Description of Work: New Maximum Amount Payable: $117,750.00
The consultant shall perform additional drilling and geotechnical analysis at Snow Creek Road MP
0.84 to better assess options for culvert replacement.
The Local Agency of Jefferson County Public Works hereby amends the agreement with PBS
Engineering and Environmental, Inc., executed on January 22, 2018.
All provisions in the original agreement remain in effect except as expressly modified by this
Supplemental Agreement.
The changes to the agreement are described as follows:

Section II, SCOPE OF WORK, shall be amended by supplementing Task No. 200, Geotechnical
Explorations and Report. The additional work that will be done under Task No. 200 is set forth in the
attached Exhibit A, and by this reference made a part of this supplement.

Section V, PAYMENT, shall be amended as follows:
Task No. 200, Geotechnical Explorations and Report, will have a new maximum amount payable of
$44,884. The new, total maximum amount payable will be $117,750, as shown below.

SNOW CREEK ROAD CULVERT REPLACEMENT STUDIES
Project No. 170524, PBS Engineering and Environmental, Inc.
Geotechnical Engineering Evaluation
Scope of Work for Supplemental Investigations (April 11, 2017)
Background: Initial geotechnical explorations have revealed highly variable embankment fill thickness
and a steeply sloping bedrock surface. In some locations, the hollow stem auger was able to advance into
highly weathered bedrock and in other locations the hollow stem auger met with refusal near the surface
of the bedrock; this suggests the rock strength and degree of weathering is variable. During a design team
alternatives review meeting with Jefferson County Public Works, it was agreed that supplemental field
explorations were warranted to better define subsurface stratigraphy at the culvert site.
Field Explorations: Aspect will return to the site to advance three additional explorations. We will
identify the planned boring locations in the field and call for utility locates. We will communicate with
Jefferson County Public Works, who will provide traffic control support services (cones, signs, and
flaggers as required) to support the drilling work near the roadway fog lines/shoulders. We will mobilize
a drilling subcontractor to the site to complete three exploratory borings over two -days. These borings
will be advanced through the embankment fill utilizing mud rotary methods, and will continue through
highly weathered siltstone, until practical refusal. At that depth, we will switch to HQ drilling and coring
methods, and the borings will continue an additional 10 feet into the siltstone.
All borings will be drilled from the paved roadway shoulders at the locations marked on the attached site
plan. Each proposed boring location is also described here, relative to the existing boring data points and
the existing culvert:
• One boring about 30 feet east of the existing culvert, generally aligned with B-1, B-4, and B-5;
• Two borings about 30 and 90 feet west of the existing culvert, generally aligned with B-2 and
B-3.
Laboratory Testing and Geologic Interpretations: Disturbed soil and rock samples obtained from the
borings will be placed in air -tight jars or bags. Intact rock core will be placed in core boxes and
transported to Aspect's geotechnical laboratory in Seattle for further examination. Selected samples will
be submitted for laboratory testing of index and engineering properties. Rock quality designation (RQD)
will be determined on recovered cores. Unconfined compressive strength testing will be performed on
intact core samples.
The results of these supplemental field explorations and laboratory testing will enable us to characterize
and map out the three-dimensional contact between embankment fill and siltstone bedrock. The
geotechnical engineering report will be updated to reflect this information.
Project and Contract Management and Administration: Aspect will manage their work and that of
their subcontractors/subconsultants to complete this supplemental work. Aspect will correspond with PBS
as needed with respect to contracts, insurance certificates, billing cycles, etc. Progress reports will be
provided with each monthly invoice.
