September 9, 2009 - 9:30 a.m.
MINUTES
MEMBERS: David Alvarez, Deputy Prosecuting Attorney
Philip Morley, County Administrator/Risk Manager
Lorna Delaney, Clerk of the Board/Risk Coordinator (Chair)
RECORDER: Leslie Locke, Deputy Clerk of the Board
Member Philip Morley called the meeting to order at 9:40 a.m. in the presence of Member David Alvarez.
Chair Lorna Delaney was absent.
APPROVAL OF MINUTES
Member Alvarez moved to approve the minutes of August 12, 2009 as presented. Member Morley seconded
the motion. The motion carried.
EXECUTIVE SESSION
The Committee met in Executive Session from 9:41 to 9:56 a.m. regarding potential litigation. This exemption
is outlined in the Open Public Meetings Act RCW 42.30.110(1)(i). At the conclusion of the Executive Session
the meeting was reconvened. The committee deliberated and took the following actions.

Allegation: Violation of State & Federal Rights
The Committee reviewed the facts relating to this claim. Member Alvarez moved to send a letter to Mr.
Belenski stating that the permanent injunction is still in place and the mistake was corrected within four (4) days
by Community Development staff and asking how he arrived at $700 in damages. Member Morley seconded
the motion. The motion carried.
Member Alvarez moved to direct the clerk to draft a letter to Mike Belenski for the County Administrator's
signature. Member Morley seconded the motion. The motion carried.
