SPECIAL MEETING
MINUTES
MEMBERS: David Alvarez, Deputy Prosecuting Attorney
Philip Morley, County Administrator/Risk Manager
Lorna Delaney, Clerk of the Board/Risk Coordinator (Chair)
RECORDER: Leslie Locke, Deputy Clerk of the Board
Member Philip Morley called the meeting to order at 9:35 a.m. in the presence of Member David Alvarez. Chair
Lorna Delaney was absent.
APPROVAL OF MINUTES
Member Alvarez moved to approve the minutes of October 14, 2009 as presented. Member Morley seconded
the motion. The motion carried.
EXECUTIVE SESSION
The Committee met in Executive Session from 9:35 a.m. to 9:59 a.m. regarding potential litigation. This
exemption is outlined in the Open Public Meetings Act RCW 42.30.110(1)(i). At the conclusion of the
Executive Session the meeting was reconvened. The committee deliberated and took the following actions.
CLAIMS FOR DAMAGES DISCUSSION AND POSSIBLE DECISION
Claim No.: C-06-09
Claimant: Mike Belenski
Damages: $700.00
Allegation: Violation of State & Federal Rights
The Committee reviewed the facts relating to this claim. Member Alvarez moved to acknowledge the County's
liability and ask Mr. Belenski to enter into an order in the amount of $450.00 for complete damages, and note
that the injunction will stay in place until the Jefferson County has approved a sign ordinance. Member Morley
seconded the motion. Member Alvarez stated he will draft a letter to be sent to Mr. Belenski along with an
order for Mr. Belenski's signature. A vote was taken and the motion carried.

Allegation: Personal Injury
The Committee reviewed the facts relating to this claim. Member Alvarez stated that the Washington Counties
Risk Pool's adjuster is in contact with the Claimant's attorney and moved that no action be taken on this claim
at this time. Member Morley seconded the motion. The motion carried.

Allegation:
Damage to Vehicle
The Committee reviewed the details of this claim. Based on an internal investigation confirming the facts as
presented to the County by the claimant, the members agreed that the claim should be paid. Member Alvarez
moved to approve payment of claim #C-12-09 submitted by Jayne Neu in the amount of $282.52. Member
Morley seconded the motion. The motion carried.
Member Alvarez moved to direct the Clerk to prepare a claim report for signature regarding the decision made
on claim #C-12-09. Member Morley seconded the motion. The motion carried.
Decision: Approved
