DISCUSSION: The Risk Manager and Deputy Prosecuting Attorney reviewed the circumstances relating
to this claim and recommend that it be denied on the basis that it is the obligation of the
claimant to bury its underground equipment to a proper depth in order to prevent damage
to its communication facilities.
DECISION: Deny Claim
