Public Works Director Agenda Date: May 7, 2018 Subject: Quilcene Complete Streets - Phase 2, Letter of Support Statement of Issue: Public Works is preparing a grant to secure funding for the second phase of Quilcene Complete Streets Project. The 2012 grant ($884,165) from the WSDOT Pedestrian and Bicycle Safety Program proposed improvements and was sufficient for community input on the safety and preliminary design challenges of the Hwy 101 corridor between mileposts 294.5 and 295 which runs through the rural center and in front of the schools. The construction costs to complete the final design are in excess of the remaining dollars in the first grant and require additional WSDOT financial support to complete the Quilcene project. Members of the Quilcene Community and Public Works staff are requesting a letter of support from the Board to accompany the grant proposal. Analysis/Strategic Goals/Pro's £t Con's: No financial cost to county for supportive documentation. Fiscal Impact/Cost Benefit Analysis: This grant is through the WSDOT Pedestrian and Bicycle Program. The program has no County match requirement. Recommendation: Staff requests and recommends a motion for a letter of support for the Quilcene Complete Streets - Phase 2 grant proposal. With US Highway 101 serving as the community's main street, the pedestrian and bicycle improvements included in this project will significantly increase non -motorized safety within this cohesive rural community. The presence of the Quilcene School District, four regional schools with a unified campus, presents the largest concern for traffic safety. An extensive community outreach process, made possible through the Phase 1 project, lead to community support for a non -motorized master plan along the US101 corridor through the center of Quilcene. The highway dependent community experiences a vibrant seasonal tourism trade with average daily traffic up to 5,500 ADT with 19.7 -percent truck traffic. The Quilcene Complete Streets project will provide the funding to complete the community's vision and dramatically increase safety. The proposed pedestrian and bicycle improvements will be a valuable asset to the Quilcene community contributing to the composition of a streetscape which creates a sense of place, alleviates safety concerns and has the potential to spur economic development. The project will span from the Center Road intersection to the Quilcene Community Center and County Park. In addition to supporting school children and numerous local businesses, the project will allow Community Center patrons of all ages to safely walk and bike to the food bank, book mobile, habitat for humanity, and other social service programs. The Jefferson County BOCC is highly supportive of this project and endorses early and continual public engagement. We strongly request full consideration of the Quilcene Complete Streets Phase 2 project.
