SUMMARY
Assists the Environmental Public Health Director in the direction and management of the Environmental
Public Health Natural Resources Program of Jefferson County Public Health. Responsible for initiating,
planning, researching, developing, and implementing natural resources programs in support of the
ecosystem functions and biological diversity which underpin the desirability of Jefferson County as a
place to live, work and visit; managing partnerships, collaborative processes and projects; initiating,
coordinating, facilitating, and administering natural resources oversight and advisory groups and work
plans; fostering community, public education and outreach; writing grants and contributing to regional
grant selection processes; administering contractor selection and oversight; managing project budgets,
billing and reporting; and supporting real estate transactions and formal agreements.
SUPERVISORY RESPONSIBILITIES
This job has no direct supervisory responsibilities, but is a lead position in the division of
assignment. Lead responsibilities include assisting the Department Head and/or Supervisor with
interviewing, training, planning, assigning and directing work. Lead positions also may provide
input for performance appraisals and assist in addressing complaints and resolving problems.
ESSENTIAL DUTIES AND RESPONSIBILITIES include the following. Other duties may be
assigned.
Manages natural resources programs while engaging communities and strengthening partnerships and
networks in support of vital ecosystem services.
Acts as a direct liaison with local elected officials and their staff and demonstrates knowledge of
interjurisdictional governance public planning processes, natural resources or watershed conservation
and/or natural resources management.
Represents Jefferson County Natural Resources at public meetings and hearings and in writing.
Serves as a representative on state, regional and local committees for natural resources matters.
Prepares written materials to provide information for officials, the public and other agencies on natural
resources programs and projects including species recovery efforts, open space protections, floodplain
functions, climate change mitigation and ocean conditions.

Leads and/or participates in processes and activities in response to, and anticipation of, climate change
and changing marine conditions.
Develops and evaluates projects to improve or enhance natural resources and support ecosystem
functions.
Initiates, organizes, participates in, and pursues funding for complex, multi-party natural resource
planning and permitting efforts.
Performs work common to the conservation of land and water including participation in the development
of planning documents and the negotiation and acquisition of fee- or partial interest in real properties or
the development and implementation of resource restoration or climate adaptation projects.
Implements grant agreements to acquire, protect and restore open space lands through on -the -ground
activities as well as the development, implementation and execution of deeds and conservation easements
and other tools to ensure that conservation values are retained.
Manages county -owned protected open space properties with respect to access, stewardship and native
and/or preferred species. Coordinates volunteer programs.
Provides planning and technical assistance on a wide range of environmental issues related to the Puget
Sound Partnership Action Agenda, the Hood Canal Coordinating Council, Jefferson County Conservation
Futures Program, Washington Marine Spatial Plan, Marine Resources Committees, State -federal Salmon
Recovery, Forestlands, Priority Watersheds and other public, private, tribal natural resource management
programs and issues.
Orchestrates actions working with people and resources not within span of supervisory control, including
other agency staff, volunteer groups, federal and state agencies, etc.
Administers, coordinates and/or facilitates advisory committees and/or oversight boards, including
identifying appropriate level of detail for policy discussions. Facilitates decision0making and helps
resolve conflict on natural resource issues.
Promotes public awareness of County natural resources programs and activities with written and visual
materials, presentations, outreach events and meetings.
Assists in the development of policies, procedures and regulations. Includes the participation in the
review of local and state policies and regulations in association with government agencies, community
and industry groups and individuals.
Initiates and interprets scientific studies, documents, policies and procedures to support program
implementation and foster awareness and understanding of species and ecosystem services at risk.
Administers and processes all aspects of open space acquisition in the form of fee simple, conservation
easements and other legal documents and processes.
Initiates, develops, and writes requests for grants to fund programs. Manages grants, tracks budgets and
leveraged funds.

Monitors changing conditions in Jefferson County terrestrial and marine environments with respect to
climate change -related impacts and reports this information.

EDUCATION and/or EXPERIENCE
Bachelor's degree (B. A) from four-year college or university in Public Health, Environmental
Health, Natural Resources, Geology, Hydrology, Natural Resources, or other closely related
science AND five ( 5) years' experience as a natural resources scientist, planner, project manager
or educator or Natural Resources Specialist II. A Master's Degree involving a major study in
natural resources may be substituted for one (1) year of general experience as a natural resources
specialist.

LANGUAGE SKILLS
Ability to read, analyze, and interpret the most complex documents. Ability to respond effectively
to the most sensitive inquiries or complaints. Ability to write speeches and articles using original
or innovative techniques or style. Ability to make effective and persuasive speeches and
presentations on controversial or complex topics to top management, public groups, and/or boards
of directors.
MATHEMATICAL SKILLS
Ability to apply advanced mathematical concepts such as exponents, logarithms, quadratic
equations, and permutations. Ability to apply mathematical operations to such tasks as frequency
distribution, determination of test reliability and validity, analysis of variance, correlation
techniques, sampling theory, and factor analysis.
REASONING ABILITY
Ability to apply principles of logical or scientific thinking to a wide range of intellectual and
practical problems. Ability to deal with nonverbal symbolism (formulas, scientific equations,
graphs, musical notes, etc.,) in its most difficult phases. Ability to deal with a variety of abstract
and concrete variables.
COMPUTER SKILLS
To perform this job successfully, an individual should have experience with Microsoft Office,
ArcGIS, and software necessary to submit and track grants.
CERTIFICATES, LICENSES, REGISTRATIONS
Floodplain manager, ecologist, biologist, geologist, property acquisition specialist, educator, engineer or
other relevant certification (optional).
Possess a valid Washington State Driver's License.
Ability to obtain Defensive Driving, First Aid and CPR certifications.
OTHER KNOWLEDGE, SKILLS AND ABILITIES
Scientific understanding of ecosystem functions that support terrestrial, freshwater and coastal
biodiversity, water quality and quantity: geology and hydrology; ecology of terrestrial, riverine, wetland
and marine resources; salmonid and ESA -listed species and limiting factors; climate change and related
impacts such as ocean acidification, harmful algal blooms, and wildfire.
Knowledge of techniques and standards for natural resource protection of ESA -listed and sensitive
species and recovery of freshwater and marine habitats.
Knowledge of jurisdictions and functions of governments and natural resources agencies and departments
responsible for ecosystem, habitat and species recovery in Jefferson County.
Knowledge of tribal treaties and treaty rights and their implementation.
Knowledge of legal framework and due diligence for fee -simple acquisitions and conservation easements.
Ability to negotiate and facilitate consensus -based decisions.

Knowledge of request for proposal process, personal, professional and public works contracting, inter-
local agreements, budgeting, subcontractor supervision, bill processing, invoicing and reporting.
Knowledge of Open Public Meetings Act and Public Records Act.
Knowledge of state and federal natural resources regulations.
Knowledge of outreach and education techniques and their appropriate use
Ability to write and edit publications; photography and graphic design skills.
Ability to generate and leverage community support among a broad range of landowners, stakeholders
