ORDINANCE NO. 12-0626-95
WHEREAS, on February 27, 1995 Ordinance No. 03-0227-95 was adopted by Jefferson County which
allows residents of specific, defined areas in the County to petition the Board of Commissioners to establish a "No
Shooting" area for their area, and;
WHEREAS, a petition was received from residents of the Kala Point area located in voting precinct 304
and 305 which were found to be sufficient, upon review by the County Auditor, for the purposes of establishing a "No
Shooting" area by this ordinance, and;
WHEREAS, the Board held the required, and duly advertised, public hearing on June 19, 1995 for the
establishment of the area identified below as a "No Shooting" area; and,
WHEREAS, after reviewing the testimony, written and oral, presented at the public hearing, we make
the following findings:
1. The discharge offirearms near developed residential areas in unincorporated Jefferson County presents
a safety hazard to residents of the area.
2. The area identified as a "No Shooting" area is well defined and the boundaries are easily identified
landmarks.
3. There was evidence presented that there have been problems in the Kala Point area with shots being
fired at or near residences and with people hunting in the Woodland Hills area very close to residences
and on private property without permission.
4, The majority of the area defined is privately owned property.
NOW, THEREFORE, BE IT ORDAINED, that the area described below is hereby established as a
"No Shooting" area as provided in Ordinance No. 03-0227-95,
BOUNDARY DESCRIPTION:
Bordered on the West by Airport Cutoff Road; on the North by Old Fort Townsend Road
and the Old Fort Townsend State Park boundary; on the South by Prospect Avenue
extending to Port Townsend Bay; and on the East by the shoreline of Port Townsend Bay.

NOTICE OF PUBLIC HEARING
CREATION OF A "NO SHOOTING" AREA
IN THE VICINITY OF KALA POINT
NOTICE IS HEREBY GIVEN that the Jefferson County Commissioners have
received and found sufficient, a petition for the establishment of a "No Shooting"
area described as follows:
BOUNDARY DESCRIPTION:
Bordered on the West by Airport Cutoff Road; on the
North by Old Fort Townsend Road and the Old Fort
Townsend State Park boundary; on the South by Prospect
Avenue extending to Port Townsend Bay; and on the East
by the shoreline of Port Townsend Bay.
They will conduct a public hearing on this petition the 19th day f June, 1995, at
the hour of 2:00 p.m., in the County Commissioners' Chambers of the Jefferson
County Courthouse, Port Townsend Washington, for the purpose of taking
testimony from all interested persons. Any person may submit written or oral
comments at this public hearing with respect to this proposed "No Shooting" area.

precinct 305.

Re: Petition to establish a "No Shooting Area"
Dear Lo:cna:
We believe we now have at least ten valid signatures from precinct 305.
In our original submission, Mark Banks, 202 st James was a valid signature.
Enclosed are more than 10 signatures of elector-residents from the new area known
as Bishop Gardens and Marvin Garden. After discussions with the Auditor, we
believe these to be in precinct 305. A number of the residents are registered in
another precinct, but the Auditor advises that the signature on the petition is
sufficient to transfer the people to 305.
The one signature for 304 on the petition is not valid as the individual has
not yet moved.

Information reGardina the No-ShootinG Area petition
Many of the residents of this area, along with those at Cape George, Port
Ludlow and other heavily residential areas, have been concerned about the
shooting that has occurred both in and out of hunting season. As our
residential density increases, it was felt that we needed some kind of
protection from the small percentage of people discharging firearms so
close to residences. The Sheriff had advised that there were no laws to
prevent this. Accordingly the matter was brought before the County
Commissioners who enacted an ordinance permitting us to request specific,
identifiable no-shooting areas. This petition makes that formal request and
will then give the Sheriff the authority to arrest anyone discharging a
firearm in this area. The Boards of Kala Point, Cape George and Port Ludlow
have all endorsed this effort to protect the lives and property in their
respective no-shooting areas.
