DRUG-FREE ZONE AT CIllMACUM SCHOOL)
AND ENHANCED PENALTIES FOR DRUG)
RELATED VIOLATIONS OF RCW 69.50.401 )
OCCURRING WITHIN THE DRUG-FREE ZONE )
ORDINANCE NO. 02-0205-96
WHEREAS, drug abuse has an especially devastating effect on youth in our community; and,
WHEREAS, use of illicit drugs appears to be increasing among the youth of Jefferson County; and,
WHEREAS, the mere presence of illegal drugs encourages the use of these illegal drugs; and,
WHEREAS, to discourage the mere presence of illegal drugs in areas where minors congregate, play, and
are educated, it is desirable to enhance potential penalties for possession of controlled substances; and,
WHEREAS, the Chimacum School District has adopted Resolution 95-3 establishing a position of tlZero
Tolerancetl of the use and possession of illicit drugs or alcohol on the Chimacum School District campus; and,
WHEREAS,the Washington State Legislature has amended RCW 69.50.435 to allow local governments to
designate a perimeter of one thousand feet around publicly owned places used primarily for recreation, education,
and cultural activities as drug-tree zones.
NOW, THEREFORE, BE IT ORDAINED, that Jefferson County hereby designates a perimeter of one
thousand feet around the Chimacum School District No. 49, as delineated on the attached map, as a tlDrug-Free
Zonetl; and,
BElT FURTHER ORDAINED that any person who violates RCW 69.50.401 within the established drug-tree
zone which includes the area of a school, or that area within one thousand feet of the perimeter of the school
grounds, may be punished by a fine and/or imprisonment of up to twice the fine and/or imprisonment otherwise
authorized in RCW Chapter 69.50, and be it
FURTHER ORDAINED that Jefferson County hereby adopts the language of the amendments to RCW
69.50.435, enacted by Substitute Senate Bill 5140 of the 1995 Regular Session of the Washington State Legislature,
defining the scope of violations subject to enhanced penalties within the drug-tree zone designated herein.

Dear Commissioners:
In response to the action taken by our Board of Directors at their May 9,
1995 meeting, we are submitting Resolution 95-3, adopted at our June 13,
1995 meeting, stating the school district's position on the use or possession
of drugs and alcohol on the Chimacum School District campus,
Further, by this resolution, we request the Jefferson Co, Sheriff's
Department and the Jefferson Co. Board of Commissioners to establish a
"Drug Free Zone" extending beyond the Chimacum School District campus,

RESOLUTION 95-3
-ZERO TOLERANCE RESOLUTION-
WHEREAS, the use of illicit drugs and alcohol is prevalent in our society today,
and
WHEREAS, the use of illicit drugs and alcohol appears to be increasing
among the youth of Jefferson County, and
WHEREAS, illicit drug and alcohol use not only impairs the heath and well
being of individuals, but also interferes with the Chimacum School
District's priority of providing a safe learning environment, and
WHEREAS, it is the intent of the Chimacum School District Board of Directors to
send a clear message to our students, campus visitors and
community,
NOW THEREFORE BE IT RESOLVED, that the Chimacum School District Board
of Directors adopt a position of -Zero Tolerance- of the use or
possession of illicit drugs or alcohol on the Chimacum School
District campus, including required reporting to appropriate
authorities of any such use or possession,
FURTHERMORE BE IT RESOLVED, the Chimacum School Board supports and
endorses action by the Jefferson County Sheriff's Department and
the Jefferson County Board of Commissioners to establish a -Drug
Free Zone- to extend beyond the School District's premises to
the extent provided by law..

Dear Ms Harris:
Thank you for your letter and Resolution 95-3 requesting that the County
Commissioners establish, a "Drug Free Zone" that would extend beyond the Chimacum
School District campus. Please be advised that a copy of your letter was forwarded to the
Sheriff s Office, Sheriff Pete Piccini is in the process of gathering information on an
ordinance for the Board's approval.
In addition, each County Commissioner received a copy of your letter and it has
also been noted on the agenda. Thank you again for taking the time to write to the
Commissioners.
