Subject: Recommendation of Award of Contract for;
Pavement Marking on Jefferson County Roads for Calendar Year 2018
Statement of Issue:
Public Works staff has completed checking the bids opened on Monday, April 30, 2018 for the
project referenced above, and finds it to be in the best interest of the County to award the
Contract to the low bidder, Apply -A -Line, Inc. of Pacific, WA.
Analysis/Strategic Goals/Pro's £t Con's:
Award of this Bid is consistent with the County's goals in that it provides for safety of the
motoring public. Signing the attached Recommendation for Award of Contract memo authorizes
the contract amount.
Fiscal Impact/Cost Benefit Analysis:
Provisions for pavement marking services are included in the 2018 Road Operations Budget. The
anticipated amount for this one (1) year Contract period is $306,823.89.
Recommendation:
It is recommended that the Board award this Bid by signature of the Chair where indicated on
the attached memo, and then return of the memo to Public Works for further processing. A
prepared Contract will then be provided to the Board for final execution at a later date.

SUBJECT: Recommendation for Award of Contract for;
Pavement Marking on Jefferson County Roadways for Calendar Year 2018
Public Works staff has completed checking the bids opened on April 30, 2018 for the above
named project, and have verified the bidder's qualifications.
In accordance with the Contract Documents and Specifications, Public Works staff finds it to be
in County's best interest to award the Contract in the amount of $306,823.89 to the lowest
responsive bidder named below:
Apply -A -Line, Inc.

The Jefferson County Board of Commissioners approves award of this bid to the above-named
contractor.

COMMENTS:
1. Apply -A -Line made an incorrect entry for item #7 on their Proposal Form: $7,983.90
should have been $8,043.90 as above. Their $306,763.89 proposal total should have
been $306,823.89 as above. However, Apply -A -Line remains the low bidder.
2. For item #15 on the Proposal Form, the Engineer entered an Approx. Quantity of 50 -
Lin -ft. as a place holder. The quantity for item #15 on the Engineers Estimate was zero
(0.00) Lin -ft. Therefore there is a $75.00 difference between the amounts in the
Proposal Form and in the Engineers Estimate.
