SECTION 1 - PURPOSE AND SCOPE:
The purpose of this ordinance is to amend or repeal and replace fee schedules for the following
Jefferson County Departments and/or Divisions of Department:

MEDICAUNURSING SERVICES
A) The Health Department Community Health Nursing Fee Schedule will be set at the same amount, to the
nearest, higher dollar, as the fee schedule currently reimbursable by the Washington State Department of
Social and Health Services for Medicaid clients.
The Health Department will offer fees based on the sliding scale schedule to clients who are not on
Medicaid. No client will be turned away due to inability to pay.
B) All fees for immunizations not subsidized by the Washington State Department of Health will be the cost
of vaccine plus Visit Fee. This Visit Fee is set by Medicaid standards.
A copy of the current Federal Poverty Guidelines which establishes the sliding scale fees is available at
the Health Department.
Permit Center - Building Division
a) Applies to new construction only, otherwise, number 6 applies.
b) The fee is determined by a schedule established in the Uniform Building Code, and is
based on the value of the structure.
c) The fee that is charged by the Auditor's Office for filing.
d) Applies to commercial, industrial, multi-family construction and is calculated as a
percentage of the base fee.
e) The fee is based on Building Valuation Data established by ICBO, Building
Standards, modified for Western U.S, Washington State.

JEFFERSON COUNTY COMMUNITY CENTERS
Fees for use of the rooms/spaces and facilities of the Jefferson County Community Centers at Port Townsend,
Tri Area, Quilcene, Gardiner and the Brinnon Senior Center will be set annually by the citizen Advisory Board
for each facility, with the aid of Facilities, Parks and Recreation Director, and subject to review by the Board of
County Commissioners.
BA YSHORE MOTEL
Fees for daily and weekly rentals of the motel rooms at the Bayshore Motel will be set, as necessary, by the
Motel Manager based on market rates, subject to review by the Facilities Manager.
JEFFERSON COUNTY PARKS - CAMPING (Amending Section 4 (6) Ordinance No. 03-0322-93)
Replace Section 4 (6) with the following:
Fees for camping at the Jefferson County Parks at Oak Bay, Chimacum, Quilcene and Lake Leland, will be set
annually by the Facilities, Parks and Recreation Director, with a recommendation from the Parks Advisory
Board, and the concurrence of the Board of County Commissioners.
RECREATION DEPARTMENT PROGRAMS
Fees for Recreation Department programs shall be established each year before the beginning of
the specific sport or program season the aid of Facilities, Parks and Recreation Director, and
subject to review by the Board of County Commissioners.
The amount of the fee will be determined with consideration given to the following: the cost of the
staff necessary to run the program, the cost of maintenance required due specifically to that
program, and the cost of supplies, equipment and other associated expenses for the program.

SECTION 3 - FEES FOR NEW PROGRAMS. EVENTS. OR SERVICES
Fees for new programs/services instituted after passage of this Ordinance in
Departments/Divisions covered under this Ordinance, are authorized for establishment by
Resolution of the Board of County Commissioners as recommended by the Department. Any
fixed amount fees established under this Section will be subject to Annual Fee Indexing and
period review, as if they were established as part of this ordinance.
SECTION 4 - ANNUAL FEE INDEXING
Fixed amount fees established by this ordinance shall be adjusted annually on the first business
day of January (Adjustment Date) by the amount of the increase in the Consumer Price Index
(CPIW). The CPIW is the Consumer Price Index - US City Average for All Urban Wage Earners
and Clerical Workers, published by the Bureau of Labor Statistics for the United States
Department of Labor.
The annual fee adjustment shall be calculated as follows: each fee in effect immediately prior to
the Adjustment Date will be increased by the percentage increase in the CPIW as reported for
the month of September preceding the Adjustment Date, Increases will be rounded to the
nearest dollar. A fee shall not be reduced by reason of such calculation. However, fee increases
in accordance with this calculation shall not exceed 5 percent per year.
Copies of the adjusted Fee Schedule shall be available to the public at the office of the
designated Department and will be mailed to any customer upon request. The adjusted Fee
Schedule will show the prior year fees, the CPIW and the new fee.

SECTION 5 - PERIODIC FEE REVIEW
At minimum, once every three (3) years, but no more frequently than once per year, fees
established under this ordinance will be evaluated for consistency with applicable laws,
regulations and fee policies adopted by the Board of Commissioners. Periodic fee review will
consider at least the following factors: service cost recovery; public versus private service
benefit; Departmental goals; other available funding sources; and comparison fees in adjacent
counties, statewide averages and other comparable areas.
SECTION 6 - AMENDMENTS
This Ordinance amends the following ordinances and sections:
Ordinance No. 06-0726-93 - Section II and Section III, the Solid Waste Fee Ordinance.
Ordinance No. 03-0322-93 - Section 4 (6), the Camping and Park Lands Ordinance
SECTION 7 - REPEALER
This Ordinance repeals and replaces the following ordinances:
Ordinance No. 12-1214-92, the Fee Schedule for the Department of Public Works
Ordinance No. 12-0822-94, the Unified Fee Schedule of the Jefferson County Permit Center Building Division
Ordinance No. 05-0509-94 Appendix A Fee Schedule, the Critical Areas Ordinance
Ordinance No.1 0-0605-95, the Unified Fee Schedule of the Jefferson County Permit Center Development
Review Division
Ordinance No. 03-0205-96, the Health Department Fee Schedule
Ordinance No. 07-0325-96, the Fee Schedule for the Department of Public Works.
Ordinance No. 06-0325-96, Amendment to Ordinance No. 4-84 and Ordinance No. 14-1221-92
SECTION 8 - SEVERABILITY
If any section, subsection, or sentence, clause, phrase, or figure of this Ordinance or its
application to any person or circumstance is held invalid, the remainder of the ordinance or the
application to other persons or circumstances shall not be affected.
SECTION 9 - EFFECTIVE DATE
This Ordinance shall become effective January 1, 1997.

Animal Services Budget / Revised Fee Schedule
At last week's budget hearing, we presented three options for the Board to consider for funding the additional
$3,372 requested by the Department but not included in the budget manager's recommendation. The three options
were: 1) Cut staffing ITom the requested level; 2) Raise fees, permit and fines by an additional 7.7%; and 3)
increase the County's contribution by $3,372.
The Department's primary recommendation continues to be option #3, since funding at this level would still be
approximately $3,000 below the 1996 contribution while at the same time improving support staffing and fully
funding all projected costs of emergency response. We believe that not funding this request would send the wrong
message to all county departments that might be considering enhancements to services while at the same time
reducing support from tax dollars.
Our second option would be raising fees. The attached schedule shows the affect of increasing fees, permit and
fine amounts by the recommended 7.7%. The revised amounts are rounded to the nearest dollar, consistent with
the recommended methodology for annual index increases.
Although the Department would prefer not to raise fees above the original recommended amounts, the additional
7.7% should not create undue hardship or barriers to licensing and adoptions that could be counterproductive to the
goals of Animal Services. Based on our projections, this funding option should generate the necessary $3,372 in
additional funding.
