STATEMENT OF ISSUE:
The Planning Commission and Department of Community Development (DCD) will transmit
recommendations to the Board on the 2018 project status of the 2018 Jefferson County
Comprehensive Plan Periodic Review and Update. This will culminate an extensive public
outreach, public review, and public comment period that reaches back to October 2014.
The draft materials will then be reviewed by the Board, with further public comment, and be
prepared for possible final adoption in June 2018, to meet the State Growth Management Act
requirements. ,J
As an administrative matter, the Board is asked to consider a motion for a potential BoCC
public hearing on Monday, June 4, 2018, 6:00-8:30 PM, in the Superior Court Room. The
draft notice is attached.
ANALYSIS:
This briefing will assist the Board and public with understanding the Comprehensive Plan
Periodic Review schedule and process and will meet procedural requirements of Chapter 18.45
JCC.
FISCAL IMPACT:
There is no fiscal impact related to the presentation or action.

NOTICE OF INTENT TO AMEND COMPREHENSIVE PLAN
AND UNIFIED DEVELOPMENT CODE
NOTICE OF PUBLIC HEARING BEFORE THE JEFFERSON COUNTY BOARD OF COMMISSIONERS
ON THE 2018 COMPREHENSIVE PLAN PERIODIC REVIEW AND UNIFIED DEVELOPMENT CODE
AMENDMENTS
Pursuant to the Washington State Growth Management Act (GMA) and State Environmental Policy Act
(SEPA), Jefferson County is issuing documents titled "Jefferson County Comprehensive Plan 2038, Staff
Report, and SEPA Addendum" in relation to periodic comprehensive plan update requirements of the
State Growth Management Act (GMA), Chapter 36.70A RCW. Jefferson County has determined that it is
the appropriate SEPA lead agency for the proposal and is issuing an environmental determination
pursuant to RCW 43.21 C and WAC 197-11.
GMA Notice: The 60 -Day Notice of intent to amend the Jefferson County Comprehensive Plan and the
Unified Development Code was issued on April 4, 2018, and is being circulated per RCW 36.70A.106 to
State agencies responsible for reviewing proposed amendments to comprehensive plans and implementing
regulations.
Description of Current Proposal: Jefferson County is updating its Comprehensive Plan to respond to the
community's housing, economic, parks and recreation, utilities, and transportation needs; steward natural
and environmental resources; plan for expected population growth by the year 2038, and guide land use
and zoning. The Comprehensive Plan Update is also designed to meet periodic update requirements
consistent with the Growth Management Act. The Comprehensive Plan Update would amend goals and
policies that will guide development, capital investments, and other decisions. Future Land Use
Plan/Zoning changes are not proposed. The County is also proposing focused changes to its Uniform
Development Code.
PUBLIC HEARING: Notice is Hereby Given that the Jefferson County Board of Commissioners (BoCC)
will hold a public hearing on Monday, JUNE 4, 2018, from 6:00 PM — 8:30 PM in the Jefferson County
Superior Courtroom, 1820 Jefferson Street, Port Townsend, Washington for the purpose of taking written
and oral testimony regarding possible adoption of the Jefferson County Comprehensive Plan and
Development Regulation amendments.
Public Comment Period and Method to Provide Comment: The public may provide verbal and/or
written testimony on the proposal starting Wednesday, May 16, 2018 through the close of the Public
Hearing on June 4, 2018. Written testimony may be sent to the Jefferson County Commissioners, P.O.
Box 1220, Port Townsend, WA 98368 or e-mailed to ieffbocc(a)_co.iefferson.wa.us, at any time up through
the end of the Public Hearing.
