WHEREAS, drug abuse has an especially devastating effect on youth in our community; and,
WHEREAS, use of illicit drugs appears to be increasing among the youth of Jefferson County; and,
WHEREAS, the mere presence of illegal drugs encourages the use of these illegal drugs; and,
WHEREAS, to discourage the mere presence of illegal drugs in areas where minors congregate, play,
and are educated, it is desirable to enhance potential penalties for possession of controlled substances; and,
WHEREAS, the Brinnon School District has adopted Resolution 128-97 establishing a position of "Zero
Tolerance" ofthe use and possession of illicit drugs or alcohol on the Brinnon School District campus; and,
WHEREAS, the Washington State Legislature has amended RCW 69.50.435 to allow local governments
to designate a perimeter of one thousand (1,000) feet around publicly owned places used primarily for
recreation, education, and cultural activities as drug-free zones.
NOW, THEREFORE, BE IT ORDAINED, that Jefferson County hereby designates a perimeter of one
thousand (1,000) feet around the Brinnon School District No. 46, as delineated on the attached map, as a
"Drug-Free Zone"; and,
BE IT FURTHER ORDAINED that any person who violates RCW 69.50.401 within the established
drug- free zone which includes the area of a school, or that area within one thousand feet of the perimeter of the
school grounds, may be punished by a fine and/or imprisonment of up to twice the fine and/or imprisonment
otherwise authorized in RCW Chapter 69.50, and be it

RESOLUTION 128-97
"ZERO TOLERANCE RESOLUTION"
WHEREAS, the use of il1icit drugs and alcohol is prevalent in our society today,
and
WHEREAS, the use of il1jcit drugs and alcohol appears to be increasing among the youth
of Jefferson County, and
WHEREAS, illicit drug and alcohol use not only impairs the health and well being of
individuals, but also interferes with the Brinnon School District's priority of
providing a safe learning environment, and
NOW THEREFORE BE IT RESOLVED, that the Brinnon School District Board of
Directors adopt a position of "Zero Tolerance" of the use or possession of illicit
drugs or alcohol on the Brinnon School District campus, including required
reporting to appropriate authorities of any such use or possession.
FURTHERMORE BE IT RESOLVED, the Brinnon School Board supports and endorses
action by the Jefferson County Sheriff's Department and the Jefferson County Board of
Commissioners to establish a "Drug Free Zone" to extend beyond the School District's
premises to the extent provided by law.

Re: Brinnon Drug Free Zone
In June of this year, I attended a community meeting at the Brinnon School. At
that meeting, I told James Workman, school superintendent, that Brinnon School
was the last remaining county area school that had not adopted a Zero Tolerance
Drug Policy nor adopted a resolution to put into effect a Drug Free Zone. This is
the end product of that meeting. I believe that the map is inconclusive in that it
does not show enough area to locate the 1000-ft cartilage of the school. Other
then that, I applaud the Brinnon School. This action may not stop drug problems
in the school or the area, but it will make a statement for the area residents and the
school.

Occurring with the Drug Free Zone
NOTICE IS HEREBY GIVEN that the Jefferson County Commissioners will
conduct a public hearing on the 20th day of October, 1997, at the hour of 4:00 p.m., in the
Commissioners' Chambers of the Jefferson County Courthouse, Port Townsend Washington, for
the purpose of taking testimony from all interested persons on the proposed Ordinance to
establish a Drug Free Zone at Brinnon School and enhanced penalties for drug related violations
occurring with the Drug Free Zone.
Any person may submit written or oral comments at this public hearing with
respect to the contents and adoption of this ordinance. Information pertaining to the ordinance
and a copy of the map delineating the Zone may be obtained from the JEFFERSON COUNTY
CO11MISSIONERS' OFFICE, P.O. Box 1220, Port Townsend, WA. 98368.

Dear Commissioners:
In response to the action taken by our Board of Directors, we
are submitting Resolution 128-97, adopted at our April 21, 1997
meeting, stating the school district's position on the use or
possession of drugs and alcohol on the Brinnon School District
campus.
Further, by this resolution, we request the Jefferson County
Sheriff's Department and the Jefferson County Board of
Commissioners to establish a "Drug Free Zone" extending
beyond the Brinnon School District campus.
