Meeting Minutes
Wednesday, February 28th, 2018, 3:30 - 5:30 PM

Approval of Agenda & Minutes
Motion to approve agenda by Deborah Stinson, second by Kate Chadwick, approved.
Motion to approve November 29, 2017 minutes by Deborah Stinson, second by Eric Toews, approved with changes.

Election of Officers
Jeff Randall re-elected as vice-chair and Cindy Jayne re-elected as chair for year 2018.

Cindy gave update on Eco System Recovery Network Near Term Actions.
CAC update to each Jurisdiction
Cindy gone in April and May
City and Port willing to have workshops to get briefing from Climate Action Committee representative (Cindy Jayne).
City update of Critical Areas Ordinance and Stormwater Plan
Dave Wilkinson expressed concern that with rising tides city codes may be getting out of date. King tides are being measured at 1 – 1.5 feet above mean higher high tide. Deb Stinson,
current city code tied to FEMA regulated base flood elevations. Issue is to what minimum elevation are buildings required to be flood-proofed?
Judy Surber gave city update on progress on Critical Areas Ordinance Update. Plans to go to Planning Commission in April and City Council in May.
Judy Surber gave update on city progress to update city Stormwater Plan. Plan currently does not address Climate Change. Consultant from Parametrix recommending that city identify
capital facilities that are at risk from climate change.
There was some discussion by the CAC about bringing comments into the process questioning why the Stormwater Plan will not address Climate Change.
Judy and Deb clarified that public comment was still being taken but that the process is pretty far along towards adoption.
Motion: Kate Chadwick moved and Scott Walker seconded a motion that the CAC forward a recommendation to City Council that the City’s Stormwater Plan include Climate Change impacts (including
changes in precipitation and increased sea level rise). Vote: All in favor, except Deb Stinson who abstained.
Follow up: Cindy and Judy to follow up with letter to Council.

Organizational Goals for Reducing Climate Change Impacts – Adaptation and Mitigation
Dave Wilkinson – recommend continuation of King Tide monitoring.
Cindy Jayne – continue tracking organizational CO2 emissions.
CAC recommendations to partner organizations for education and outreach.
Follow CAP for government to lead by example.
Collect and monitor organizational goals for CAC members.
In 2018 prepare for 2019 emission inventory.
Monitoring CO2 footprint
CAC member organizations (annual or bi-annual)
Account for variations in member agency goals
What we measure is important
Monitor and advocate for policies that revise GHG emissions
CAC recommendations to City/County/PUD/Port/Jefferson Transit
Follow up: Laura will write up the recommendations for everyone in the group to review.
