SUBJECT: Board of County Commissioners Laserfiche Update
STATEMENT OF ISSUE:
Jefferson County's current Enterprise Content Management System (ECMS), Laserfiche does not meet the
County's current needs.
ANALYSIS:
Implementation of Laserfiche some 15 years ago was uneven across the County. Some departments
embraced it enthusiastically while others did not. Not enough training was provided to County staff resulting
in unexploited functionality. We are currently four versions behind the latest version not having upgraded
for four years. A number of departments are seeking additional functionality such as workflow and
electronic signatures. In addition, a records management capability would make the system much more
effective that it currently is. Staff has been evaluating alternative solutions to these issues. Those alternatives
are: 1.) switching from Laserfiche to another ECMS; 2.) changing our Laserfiche licensing model to
premium versions which are Rio or Avante; or: 3.) staying with our current Laserfiche licensing model,
United, improving use of existing functionality, and adding functionality over a number of years using the
three phase ECMS Strategic Plan outlined in the attached Power Point presentation. Staff believes
alternative three is optimal because it leverages previous work and is most cost effective.
RECOMMENDATION:
None. We wanted the Board of County Commissioners to know about our ECMS Strategic Plan, which will
improve County productivity, improve management of County records and reduce potential liability.
