Special Meeting Minutes
March 14, 2018 —10:00 a.m.
Jefferson County Commissioners Chambers
Attendees: Debbie Wardrop, Bill Tennent, Larry McKeehan, Joe Alfano and Kathleen Kler
Staff County Administrator Philip Morley and Executive Assistant Leslie Locke
Chair Kathleen Kler called the meeting to order at 10:00 a.m.
Approval of Minutes of October 30, 2017: Member Wardrop moved to approve the special
meeting minutes as presented. Member McKeehan seconded the motion which carried by a
unanimous vote.
Review re: Draft of Revised Lodging Tax Funding Application: The Committee reviewed
and discussed changes to the draft Lodging Tax Funding application. Staff was directed to make
suggested changes.
Update re: Fund 125 Hotel/Motel Fund Balance and Revenue: The Committee reviewed the
Fund 125 Hotel/Motel Fund Balance and Revenue. County Administrator Morley stated that
revenues are down 4.3% compared to 2017. Discussion ensued regarding possible revenue
increase in the first quarter. County Administrator Morley discussed the current balance of Fund
125 and the amount available for 2018 supplemental funding requests.
Discussion re: 2018 Supplemental Lodging Tax Funding Request for Proposals: The
Committee reviewed a handout outlining the available 2018 supplemental funding in the amount
of $70,000. The Committee concurred that the 2018 Supplemental funding will be available to
the 2018 lodging tax funding recipients. Member Alfano moved to approve the 2018
supplemental funding request for proposals. Member Wardrop seconded the motion for
discussion. The committee concurred to award funding by the end of May with the
recommended objective to grow the value season. 2018 Supplemental funding can be used to
promote activities through March of 2019. Chair Kler called for a vote on the motion which
carried by a unanimous vote.
Discussion re: Historic Capital Funds Carried Forward: The Committee discussed the future
use of the property located at the Olympic Peninsula Gateway Visitor's Center. No decision was
made.

Discussion re: Lodging Tax Advisory Committee Schedule for 2018 Supplemental and 2019
Allocation Recommendations: The Committee reviewed the schedule for making
recommendations on the 2018 supplemental funding allocations and the 2019 funding allocation.
The Committee concurred to meet on April 20, 2018 at 1:30 p.m. to review supplemental
funding requests for 2018 and on September 26, 2018 at 9:00 a.m. to review 2019 funding
requests.
The meeting adjourned at 12:00 p.m.
