HomeMy WebLinkAbout20170815_NPCMRCMtgSum NPC MRC 8/15/2017 FINAL Meeting Summary 1 August 15th, 2017 NPC MRC 1st FINAL Meeting Summary The Tuesday, August 15th, 2017 NPC MRC meeting took place at the Hemlock Forest Room, Olympic National Resources Center, at 1455 Forks Avenue, Forks, WA from 4:12 (00:00:00 on the audio counter) to 6:05 PM. Appointed committee members present at the meeting were Rod Fleck (City of Forks Rep.), Jennifer Hagen (Quileute Tribe Rep.), Deb Kucipeck (Clallam County Rep.), Rich Osborne (Citizen Rep., Clallam County – Science), Tami Pokorny (Jefferson County Rep., Facilitator/Coordinator), Dana Sarff (Makah Tribe Rep.), Jill Silver (Citizen Rep., Jefferson County – Conservation/Environment) and Chiggers Stokes (Citizen Rep., Jefferson County – Recreational Groups). Frank Hanson (ONRC), Katie Krueger (citizen), Erika Lindholm (Craft3) and Sue Wolf (citizen) were also present. Introductions Public Comments Katie Krueger announced a climate change fundraiser workshop that will be held in Port Angeles on the 23rd. A marine renewable energy event will take place at ONRC at 7:00 p.m., after the NPC MRC Meeting. Additions to and Approval of the Agenda A quorum was not yet present, so the agenda could not be approved. Approval of the July Meeting Summary Approval of the July Meeting Summary was delayed for several reasons. Announcements Announcements were covered earlier in the agenda under Public Comments. Old Business 2017 Coast MRC Summit Update Tami Pokorny gave an update on the Summit presenters, funding and venues. Summit organizers are encouraging attendees to identify lodging that suits their budgets and to cover their own expenses if possible. The Summit will be held in Cathlamet on November 2nd and 3rd. *Tami will send around an update on the agenda when it is available. New Business Makah Climate Change Impacts and Adaptation Planning Dana Sarff, Environmental Division Manager for the Makah Tribe, presented on the work the Makah Tribe has been doing on climate change and ocean policy. The Makah Climate Change Workgroup has been developed and they are in the beginning stages of doing a climate change impact study and planning. Adaptation strategies NPC MRC 8/15/2017 FINAL Meeting Summary 2 include diversifying capacity, broadening the economic base, diversifying the fleet and fishing gear, doing a carbon footprint analysis, community education and a community survey. A quorum was achieved. Craft3: Leveraging Resources for Mission Impact Erika Lindholm presented on Craft3, a Community Development Financial Institution, which is a nonprofit lender that lends with a mission. Craft3 was founded around the time of the spotted owl and timber wars, trying to build up the economic and environmental interests that are interwoven in this region. They provide mission- driven loans for groups who are unable to find funding from traditional sources. Erika discussed examples of different loans Craft3 offers, from $25,000 to $5 million. Discussion: Do Opportunities Exist to Leverage MRC Funds? This item was skipped. BOEM RFI (draft letter), Coastal States Organization CZMP (sign-on letters) Tami Pokorny led discussion on possible NPC MRC support of two letters. Chiggers Stokes moved to accept the BOEM RFI letter as written, with the exception of the change from “may” to “can” made by Jennifer Hagen; Jill Silver seconded. The motion was approved by consensus. ICC Salmon Feed/Poetry Read Update This item was skipped. 2017-19 RFP Process Planning This item was skipped. Updates Marine Debris (All) This item was skipped. Washington Coast Marine Advisory Council/Marine Spatial Planning The next meeting has not been announced yet. Olympic Coast National Marine Sanctuary Advisory Council The last meeting was cancelled in honor of Mel Moon’s passing. The next meeting will likely be held in Seattle in September, but has not been announced yet. West Coast Ocean Partnership This item was skipped.
