HomeMy WebLinkAbout20170919_NPCMRCMtgSumNPC MRC 9/19/2017 FINAL Meeting Summary 1 September 19th, 2017 NPC MRC 1st FINAL Meeting Summary The Tuesday, September 19th, 2017 NPC MRC meeting took place at the Hemlock Forest Room, Olympic National Resources Center, at 1455 Forks Avenue, Forks, WA from 4:08 (00:00:05 on the audio counter) to 6:10 PM. Appointed committee members present at the meeting were John Hunter (Citizen Rep., Clallam County – Education), Ian Miller (Washington Sea Grant, Ex. Officio), Rich Osborne (Citizen Rep., Clallam County – Science), Tami Pokorny (Jefferson County Rep., Coordinator), Nicole Rasmussen (Quileute Tribe Rep.), Jill Silver (Citizen Rep., Jefferson County – Conservation/Environment) and Chiggers Stokes (Citizen Rep., Jefferson County – Recreational Groups). Rebekah Brooks (ONRC), Victor Hanna (citizen), Frank Hanson (ONRC), Katie Krueger (citizen), Jared Low (Olympic National Park [ONP]), Lee Snook (ONP) and Will Spence (visitor from Texas) were also present. Introductions Public Comments There were no public comments. Additions to and Approval of the Agenda Tami Pokorny made some changes to the order of the agenda. A quorum was not yet present, but there were no objections to the change of order. The agenda was approved by consensus after John Hunter arrived and a quorum was reached. Approval of the August Meeting Summary Approval of the August Meeting Summary was delayed until a quorum was present. After a quorum was reached, Jill Silver moved to approve the August NPC MRC Summary; Rich Osborne seconded. The Summary was approved by consensus. Announcements Members and ONP representatives updated the group on last Saturday’s Coastal Cleanup. The volunteers were mostly local and the cleanup was successful. Old Business 2017 Coast MRC Summit Update Tami Pokorny gave an update on the Summit draft agenda. About 45 people are registered to attend so far, but no lodging list has been distributed yet. Summit planners have requested $500 from each MRC to help with costs. Coastal States Organization CZMP (sign-on letters): The letter is in response to the concern that the federal administration may pull funding for Marine Spatial Planning, and expresses support for the National Coastal Zone Management Program and Marine Spatial Planning nationally. The NPC MRC would submit its logo and NPC MRC 9/19/2017 FINAL Meeting Summary 2 identifying information for support. Without a quorum present, the decision was to pass on the letter for the time being. New Business ONP Interpretative Activities and Projects Jared Low presented on the Park’s summer programs on the coast. The gray whales have had an amazing presence off of Kalaloch since June; beach walks, evening programs and daily summer talks were held. Almost 14,000 visitors have come to the Kalaloch Visitor Station between May 17th and now. Lee Snook shared about some of the work taking place to redo the Hurricane Ridge Visitor Center. Discussion followed over Park issues. WDFW MRC Coast Program Update The NPC MRC can go ahead with administrative funding. 2017-19 RFP Process Tami Pokorny presented a breakdown of final reports from the last biennium of project funding: $71,029 out of $77,500 was spent. Rich Osborne suggested that the NPC MRC set aside enough funding for internal projects, and release the RFP now so there is more time for response. Tami showed updates to the RFP; the group worked out changes and updates for the current RFP. An optional preproposal step was added for project applicants who may wish to submit a simplified project for feedback from the NPC MRC before filling out the full proposal. Deadlines included October 10th for the optional preproposal and November 13th for the final proposal. Rich Osborne moved that the NPC MRC do the preproposal process as discussed for the next RFP round; Jill Silver seconded. The motion passed by consensus. Rich Osborne moved to accept the full proposal for the next biennium as the step two in the RFP process, with the corrections that Tami Pokorny made to the RFP; Chiggers Stokes seconded. The motion passed by consensus. Coast Perspectives Towards a Clean Energy Economy Global Ocean Health is working with the Northwest Indian Fisheries Commission to bring an alliance together for draft legislation to reduce emissions and boost the Washington State goal for emissions reductions. Julia Sanders with Global Ocean Health has requested thoughts and/or input; *send any comments to Tami Pokorny. Washington Marine Debris Action Planning Process A workshop will be held on December 5th and 6th at the Ocean Shores Convention Center on efforts to create a marine debris plan for Washington State, led by Nir Barnea, NOAA Marine Debris Program’s Pacific Northwest Regional Coordinator. *Chiggers Stokes volunteered to attend as a representative of the NPC MRC. Updates Marine Debris (All) This was addressed during announcements when the Coastal Cleanup was discussed. Washington Coast Marine Advisory Council/Marine Spatial Planning The next meeting is scheduled for September 23rd. The Marine Spatial Plan has still not been released to the public yet, so the agenda is unclear at this point. Olympic Coast National Marine Sanctuary Advisory Council The next meeting is scheduled for September 22nd in Seattle at Sand Point, and includes presentations from NOAA and UW scientists. West Coast Ocean Partnership Jennifer Hagen was absent, so there were no updates. Washington Marine Resources Advisory Council (MRAC) MRAC will be presenting at the MRC Summit. NPC MRC 9/19/2017 FINAL Meeting Summary 3 Fossil Fuels Related (All) There were no updates. Administration and Fiscal Agent Update Jefferson County has a new website and Tami Pokorny can now add updates herself. The NPC MRC summaries are now posted, the RFP will go up and past projects can be posted with as much detail as desired by the group. Discussion followed on membership updates: John Hunter, Rich Osborne and Roy Morris’ terms expire at the end of the year. Next Agenda (October 17th): The next NPC MRC Meeting will be held at ONRC on October 17th. Suggested topics included an update on the RFP process, sea star wasting and an update from COASST. Public Comments/General John Hunter announced an upcoming workshop for Quileute Valley School District (QVSD) science teachers with Pacific Education Institute. The teachers may be looking for collaborators on science projects; *John will keep the NPC MRC updated.
