January 16th, 2018 NPC MRC 1st Draft Meeting Summary
The Tuesday, January 16th, 2018 NPC MRC meeting took place at the Hemlock Forest Room, Olympic
National Resources Center, at 1455 Forks Avenue, Forks, WA from 4:05 (00:01:00 on the audio counter) to 6:04
PM.
Appointed committee members present at the meeting were Rod Fleck (City of Forks), Jennifer Hagen
(Quileute Tribe Rep.), David Hudson (Hoh Tribe Rep.), John Hunter (Citizen Rep., Clallam County – Education),
Deborah Kucipeck (Clallam County Rep.), Rich Osborne (Citizen Rep., Clallam County – Science), Tami Pokorny
(Jefferson County Rep., Facilitator/Coordinator) and Jill Silver (10,000 Years Institute).
Rebekah Brooks (ONRC) and Frank Hanson (ONRC) were also present.

Additions to and Approval of the Agenda
The agenda was approved by consensus.
Approval of the October and November Meeting Summaries
The October and November Meeting Summaries were approved by consensus.
Announcements
Tami Pokorny announced that Lorena Maurer with the Grays Harbor MRC intends to gather all the coastal MRCs
together to discuss education across the coast. The meeting is scheduled for 2/8/18 at Grays Harbor College in
Aberdeen. She also announced a new app to help you track your carbon footprint called Taming Bigfoot. The
Northwest Area Contingency planning team has identified task forces on different topics; there is still time left
to sign up for task forces. More information can be found at: https://rrt10nwac.com/TaskForce.aspx. There will
be an open participation call regarding offshore oil drilling on 1/17/18 from noon to 1:00 pm.

Project Ranking and Funding Recommendations
Eight projects were submitted for funding. Projects ranked in the following order:
1. Tami Pokorny, Jefferson County: West End Natural Resources Newsletter 2018 and 2019 Issues
2. Tami Pokorny, Jefferson County: RainFest/July 4 for 2018 and 19
3. Ian Miller, WA Sea Grant: Shoreline Dynamics on the Olympic Coast: What Does “Normal” Mean?

4. Adrianne Akmajian, Makah Fisheries Management: Assessment and management of invasive European
green crab (Carcinus maenus) in the Wa’atch River and Tsoo-Yess River estuaries, Makah Bay, WA
5. Julia Parrish/Hillary Burgess, UW COASST: Life History and Death History: What can beached birds tell us
about seabird populations in Washington?
6. Jon Schmidt, WA CoastSavers: Support for Three Coast-wide Beach Cleanups
7. Kathryn Kurtz/Lauren Rodriguez/Nicole Harris, Pacific Education Institute: Ocean Science Workshop
8. L.J. Fletcher/Chris Butler-Minor, National Marine Sanctuary Foundation: Bridging the Gap: Continuations
of Citizen Science Marine Debris Monitoring on the Washington Coast
Discussion followed on the merits of all projects, with consensus to eliminate the Bridging the Gap project that
ranked eighth since there was not enough funding. The group decided to fund the top seven ranked projects, as
follows:
1. West End Natural Resources Newsletter: $8000 (original request)
2. RainFest: $2000 (cut by $730)
3. Shoreline Dynamics on the Olympic Coast: $8756 (cut by 20%)
4. Assessment and management of invasive European green crab: $8030.20 (cut by 20%)
5. Life History and Death History: $18,531.20 (cut by 20%)
6. Ocean Science Workshop: $7002.40 (cut by 20%)
7. Support for Three Coast-wide Beach Cleanups: $10,000 (cut by $19,960)
Consensus was to adopt the list as discussed above and ask the project sponsors if they are able to implement
the projects with the amended budgets. If the sponsors agree to move forward with the decreased budgets,
Tami Pokorny will send the requests to WDFW for approval.
Oil and Gas Lease Sales on Washington Coast
*Jennifer Hagen will draft her thoughts for an outline for a letter in objection to the sales and send it out to the
group.
Marine Debris Conference
Chiggers Stokes was going to comment on the conference, but he was absent.
Toleak Marine Debris Caches
Jill Silver gave an update on the effort to pack out marine debris from caches; Tami Pokorny and John Hunter
also participated.

Washington Coast Marine Advisory Council/Marine Spatial Planning
The last meeting was held on 12/25/17. The group discussed the future of the council now that the
Marine Spatial Plan has been released. Rich Osborne said that offshore aquaculture, offshore wind energy and
oil shipping are some of the topics the council will be working on.
Olympic Coast National Marine Sanctuary Advisory Council
The last meeting was held on 12/8/17. Jennifer Hagen said topics included the hypoxia situation off the
north coast and ocean acidification.
West Coast Ocean Partnership

Jennifer Hagen said their last meeting was very productive, and the next objective is to form a work
plan.
Fossil Fuels Related (All)
The topic was addressed earlier under Oil and Gas Lease Sales on Washington Coast.
Administration and Fiscal Agent Update
Tami Pokorny announced that two citizen seats are needed for Clallam County representatives and one
for Jefferson County. *Deborah Kucipeck will send out the Clallam County application so Jennifer Hagen can give
it to interested contacts.
Next Agenda (February 20th): The next NPC MRC Meeting will be held at the ONRC in Forks on February 20th.
