HomeMy WebLinkAboutNotice of Application and Pending SEPA ReviewJEFFERSON COUNTY PUBLIC NOTICE OF TYPE I LAND USE APPLICATION AND PENDING SEPA DETERMINATION M LA17-00031 APPLICANT: MICHAEL S & SARIYA EDWARDS FAMILY TRUST MICHAEL & SARIYA EDWARDS, TRUSTEES 2353 SOUTH POINT ROAD PORT LUDLOW WA 98365 Application Received Date: April 17, 2017 Application Complete Date: June 4, 2018 Application Notice Date: June 13, 2018 SITE ADDRESS AND PROJECT LOCATION: 2353 S POINT RD Parcel number: 721 093 003; Section 9, Township 27N, Range 1 E; Site Address: 2353 South Point Road, Port Ludlow, WA 98365. PROJECT DESCRIPTION AND REQUIRED PERMITS/STUDIES: Shoreline Substantial Development Exemption and Flood Development Permit to install shoreline stabilization of anchored logs and beach nourishment. The proposal will install logs that will be anchored by screws near the ordinary high water mark and will utilized fish -mix gravel in front of and behind the logs to protect an eroding low bank parcel with an existing single family residence. The access for construction is proposed entirely from the uplands utilizing the Bridgehaven boat launch infrastructure to the north of the parcel. A Habitat Survey and No Net Loss Report including the Habitat Assessment, and Geologic Slope and Beach Processes Reconnaissance Report were submitted with the project application. The biological report identifies a category II estuarine wetland adjacent to the proposal. The Habitat Assessment provides a no effects determination for listed species. The project is subject to State Environmental Policy Act Review. A Hydraulic Project Approval will be required by Washington State Department of Fish and Wildlife. COMMENT PERIOD AND WHERE TO VIEW DOCUMENTS: The application and any studies may be reviewed at the Jefferson County Department of Community Development. All interested persons are invited to (a) comment on the application; (b) receive notice of and participate in any hearings; and (c) receive a copy of the decision by submitting such written comment(s)/request(s) to the Jefferson County Department of Community Development, Development Review Division, 621 Sheridan Street, Port Townsend, WA 98368, (360) 379-4450. Comments concerning this application should be submitted to the Department by 4:30 p.m. on June 27, 2018. If the last day of the comment period falls on a weekend or holiday, then the comment period shall be extended to the first working day after the weekend or holiday. Comments submitted after this date may not be considered in the staff report. SEPA INFORMATION AND PRELIMINARY DETERMINATION: The optional DNS process of WAC 197-11-355 is being used. This may be the only opportunity to comment on the environmental impacts of the proposal. The proposal may include mitigation measures under applicable development regulations, and the project review process may incorporate or require mitigation measures regardless of whether an EIS is prepared. A copy of the subsequent threshold (final) determination may be obtained upon request, and will be mailed to any person commenting upon the notice of application. The SEPA Official has determined that: The optional DNS process of WAC 197-11-355 is being used. This may be the only opportunity to comment on the environmental impacts of the proposal. The Department expects to issue a DNS for this proposal. If the proposal is approved, policies and performance standards found in the Jefferson County Code and the Jefferson County Comprehensive Plan will be used to form permit conditions intended to mitigate adverse environmental impacts. Additional conditions or mitigation measures may be required under SEPA. This will be the only opportunity to make comments related to SEPA. There will not be another comment period after the threshold (final) SEPA determination is made. In addition, since this is a Type I permit application, the threshold determination cannot be appealed except to Superior Court. PUBLIC HEARING INFORMATION: This is a Type I Permit Application and there will be no public hearings. The final permit decision for this Type I permit application will be made by the Administrator. The decision cannot be appealed except to Superior Court. APPEALS: Appeals of SEPA decisions are described above in the SEPA Information and Preliminary Determination section.
