HomeMy WebLinkAboutM030618 RISK MANAGEMENT COMMITTEE March 6, 2018 - 10:30 a.m. MEETINGMINUTES MEMBERS: Philip Morley, County Administrator/Risk Manager Erin Lundgren, Clerk of the Board/Risk Coordinator (Chair) Ruth Gordon, Superior Court Clerk Vacant, Emergency Management Program Director/Safety Officer Vicki Kirkpatrick, Public Health Director Philip Hunsucker, Chief Civil Deputy Prosecuting Attorney LEGAL COUNSEL: SECRETARY: Leslie Locke, Executive Assistant/Claims Coordinator Member Philip Morley called the meeting to order at 10:35 a.m. in the presence of Members Vicki Kirkpatrick and Ruth Gordon and Legal Counsel Philip Hunsucker. Chair Erin Lundgren was absent. APPROVAL OF MINUTES Member Gordon moved to approve the meeting minutes of February 6, 2018 as presented. Member Kirkpatrick seconded the motion. The motion carried. EXECUTIVE SESSION An Executive Session was scheduled from 10:40 a.m. to 11:00 a.m. with the County Administrator, Chief Civil Deputy Prosecuting Attorney, Superior Court Clerk, Public Health Director and Executive Assistant/Claims Coordinator regarding potential litigation. This exemption is outlined in the Open Public Meetings Act RCW 42.30.110(1)(i). The actual period of time the Committee met in Executive Session on this topic was from 10:37 a.m. to 11:25 a.m. At the conclusion of the Executive Session the regular meeting was resumed. CLAIMS FOR DAMAGES DISCUSSION AND POSSIBLE DECISION Claim No.: #C-06-18 Claimant: Carol Hansen Hills Damages: $205.51 Allegation: Damage to Water Pipe The Committee reviewed the details of this claim. The claimant alleges that the Public Works Road crew was performing roadside maintenance on Old Gardiner Road and while cleaning the Risk Management Committee Meeting Minutes – March 6, 2018 Page: 2 ditch a water pipe was damaged causing a water leak. Pending a response from the Public Works Department, Member Gordon moved to approve payment if it is determined that the County is liable for the damages. Member Kirkpatrick seconded the motion. After discussion, Member Gordon amended the motion as follows: Approve the claim for damages if it is plausible that the County is liable for the damaged water pipe. Member Kirkpatrick seconded the motion. The motion carried. Decision: Approved. Pending a Response from the Public Works Department. EXECUTIVE SESSION An Executive Session was scheduled from 11:00 a.m. to 11:20 a.m. with the County Administrator, Chief Civil Deputy Prosecuting Attorney, Superior Court Clerk, Public Health Director and Executive Assistant/Claims Coordinator regarding actual litigation. This exemption is outlined in the Open Public Meetings Act RCW 42.30.110(1)(i). The actual period of time the Committee met in Executive Session on this topic was from 11:30 a.m. to 11:50 a.m. At the conclusion of the Executive Session the regular meeting was resumed. No action was taken. OLD BUSINESS Discussion re: Risk Management Committee Membership: The Committee concurred to table discussion of the Risk Management Committee membership to a future meeting. NEW BUSINESS No new business was discussed. NOTICE OF ADJOURNMENT Member Kirkpatrick moved to adjourn the meeting at 11:55 a.m. Member Gordon seconded the motion. The motion carried.
