PROJECT DESCRIPTION AND REQUIRED PERMITS/STUDIES: #`
Shoreline Administrative Conditional Use Permit, Shoreline Substantial Development Permit Exemption and Flood
Development Permit for a private mooring buoy in Mystery Bay, located off of Marrowstone Island (48.0580 N lat. /
122.6977 W long). The mooring buoy is proposed by installation of a Helix anchor system with a midline float shackled to
six feet of galvanized chain through an 18 inch float in water approximately 25 feet in depth at extreme high tide. The
project is SEPA exempt under WAC 197-11-800(24)(f) and (6)(a). The proposal is located on aquatic lands owned by the
Washington State Department of Natural Resources. Final authority for Shoreline Conditional Use Permit decisions rests
with the Washington State Department of Ecology. Approvals from other agencies include Washington State Department of
Fish and Wildlife Hydraulic Project Approval, US Army Corps of Engineers Section 10 Permit, and Washington State
Department of Natural Resources Aquatic Use Authorization.
COMMENT PERIOD AND WHERE TO VIEW DOCUMENTS:
The application and any studies may be reviewed at the Jefferson County Department of Community Development. All
interested persons are invited to (a) comment on the application; (b) receive notice of and participate in any hearings;
and (c) receive a copy of the decision by submitting such written comment(s)/request(s) to the Jefferson County
Department of Community Development, Development Review Division, 621 Sheridan Street, Port Townsend, WA
98368, (360) 379-4450. Comments concerning this application should be submitted to the Department by 4:30 p.m. on
July 20, 2018. If the last day of the comment period falls on a weekend or holiday, then the comment period shall be
extended to the first working day after the weekend or holiday. Comments submitted after this date may not be
considered in the staff report.
PUBLIC HEARING INFORMATION:
This is a Type II Permit Application that is exempt from SEPA review. There will not be a public hearing unless the final
permit decision by the Administrator is appealed to the Hearing Examiner. If an appeal hearing is scheduled, separate
notice will be made at least 10 days prior to the hearing. A copy of the staff report will be made available for inspection at
no cost at least seven calendar days prior to such a hearing.
APPEALS:
The final permit decision for this Type II permit application will be made by the Administrator. Parties of record may
appeal the decision to the Hearing Examiner within 14 calendar days of the final Notice of Decision. Decisions of the
Hearing Examiner may not be further appealed except to Superior Court.
