Amendment Description:
Pursuant to the Sponsor's request for a cost increase and Recreation and Conservation Funding Board approval
of that request through Resolution 2018-07, the Youth Athletic Facilities grant award is increased to$162,450 and
the Sponsor match amount is increased to$199,280 for a total increased project budget of$361,730.

Subject: RCO Grant Increase, Memorial Field Lighting Project
Statement of Issue:
The Memorial Field Lighting Replacement Project was ranked #1 in the Recreation and
Conservation Office (RCO), Youth Athletic Facilities grant program. The original RCO
grant contract was approved by the BoCC on February 26, 2018, and construction
begins on July 23rd, 2018. Lighting technology improvements since 2015 necessitated
changing the scope from High Intensity Discharge (HID) to more efficient LED lighting,
resulting in a cost increase. The RCO has agreed to increase the grant amount from
$112,500 to $162,450 to help pay for the increase. An RCO grant agreement
amendment has been prepared for approval by the BoCC
Analysis/Strategic Goals/Pro's &t Con's:
Memorial Field is the only public athletic field in Port Townsend, the only lighted
athletic field in Jefferson County, and is home field to two high schools and numerous
community sports events.
Fiscal Impact/Cost Benefit Analysis:
The RCO grant will fund $162,450 (45%). Community donors and Jefferson County will
fund $199,280 (55%). The new lighting is guaranteed for 25 years and is more
efficient. The existing lights have failed.
Recommendation:
Public Works recommends two copies of the RCO grant agreement be signed by the
Board of County Commissioners and returned to the Public Works office.
