Approval of August 24, 2017 Minutes: Lisa moved and Chris seconded to approve. Motion carried. Correspondence: None received. Lisa brought to attention an email from Next Door Uptown, about mandatory garbage collection in Port Townsend. The collection information was included in the City Newsletter and Utility billings. Brief discussion including the RCW that covers the requirement. Business: Tom announced this will be Tina’s last meeting with the SWAC. She is retiring the end of January and her replacement will be attending in the future. Tom presented photos of the new Attendant Building under construction at the Quilcene Transfer Station. 1. 2018 SWAC meeting dates calendar. Dates for 2018 are: January 25, 2018 March 22, 2018 May 24, 2018 July 26, 2018 August 23, 2018 October 25, 2018 Kathleen presented the Environmental Stewardship Star award to the committee from Republic Services. It will be displayed in Public Works. 2. October 11, Fort Worden ECY Food Waste Prevention Workshop: Kathleen reported on Bio Energy that has a self-contained composting unit that also produces power. There is a facility in Bainbridge that Kathleen plans to visit. It is about the size of a truck trailer. Discussion on the variety of sizes available for food composting. Lisa reported on the Food from Farms that can be a problem for the schools that come in too dirty to use. This becomes labor intensive to clean. Could there be a group or entrepreneur that could be between the farms and schools? Discussion on the food programs. Laura reported on how the workshop became available from the Department of Ecology. Discussion about creating action items. Operational Reports: 1. Education Programs from Laura Tucker: There is still no Capital Budget to fund her position. She has been volunteering for several events to keep things flowing. Report on the 20 recycle bins available for use. Fish Feast used 8 units, Film Festival used 12 units and the Wooden Boat Festival used 14 units. Approximately 200 pounds of cardboard were collected at the Film Festival. Jerry may be able to do the check out and in of the bins until Laura is funded. The bins are housed at the Transfer Station off of Jacob Miller Road. 2. HHW – MRW Waste Program from Jerry Mingo: There has been a 6% increase in processed HHW with an average of 32 customers per day. Approximately 89% of HHW goes to reusable processors. The current “hot topic” has been recycling of batteries. Jerry is working on expanding the program to both Transfer Stations. Discussion on recycling of alkaline batteries. There is a steel mill in Seattle that processes them, but the transportation costs are an issue. Jerry will look into costs and possible back haul options. 3. Solid Waste Disposal, Aerobic Composting Summary Report from Tom Boatman: Overview of costs for construction and maintenance. Voluntary and a regular collection system is not in place for food waste. Discussion about food composting status. The issue is and will continue to be looked at. 4. Recycling from Alysa Russell: Hand out about National Sword and the China Recycling Ban. There is no change in the current collections in Jefferson County. Possible changes in the future were discussed. Suggestion for renewing our Reduction message. Requested of Laura: Students for sustainability present an update on their Bottle Bill at the next SWAC meeting. The bill includes glass, plastic and aluminum and is planned to be presented in the 2018 session. The students will be meeting with Van De Wege before the next meeting.
