STATEMENT OF ISSUE: The County Commissioners have determined a need for a total compensation study for all County positions. ANALYSIS: On September 25, 2017,the County Commissioners approved an agreement with Cabot Dow Associates, Inc. to conduct a total compensation study. On March 26, 2018 the County Commissioners approved Amendment No. 1 extending the terms of the agreement until June 30, 2018. Amendment No. 2 will amend the scope of work to include additional assistance with an employee position review process and extend the agreement through August 30, 2018. FISCAL IMPACT: This amendment increases the amount by$10,000 for a total of$51,570. RECOMMENDATION: The Commissioners are being asked to approve the amendment with Cabot Dow Associates, Inc. increasing the dollar amount and extending the agreement through August 31, 2018. THIS AMENDMENT TWO is made and entered into this day of_ _,2018,by and between Jefferson County, a municipal corporation in the State of Washington,("the County"),and Cabot Dow Associates,Inc., a Corporation in the State of Washington("Consultant"),collectively referred to herein as the"Parties". WITNESS THAT: WHEREAS,the Parties entered into a contract for services of a salary and compensation study("Original Agreement")dated September 25,2017,whereby Consultant will furnish such services to Jefferson County in accordance to the Contract Documents; and WHEREAS,The Agreement term is from September 25,2017 through June 30,2018; and WHEREAS,The Parties desire to amend the Scope of Work to include additional assistance with an employee position review process; NOW,THEREFORE,in consideration of the terms,conditions,covenants and performances contained herein or attached and incorporated and made a part hereof,the Parties agree as follows: 1.00 TERM The term of the Original Agreement is hereby extended through August 31,2018. 2.00 SCOPE OF WORK AMENDMENT The Scope of Work shall be supplemented,as provided in Exhibit A. 3.00 FEE AMENDMENT The total fee for the Agreement shall be increased to$51,570 to accommodate the additional Scope of Work. 4.00 ORIGINAL AGREEMENT All other articles of the Original Agreement,not amended herein,remain in full force and effect. BOARD OF COUNTY COMMISSIONERS (Pp: � �1 /— Cabot Dow,President David Sullivan, Chair 6/27/18 Date Date APPROVED AS TO FORM: r. 446A7//(a Philip Hunsucker,Chief Civil Deputy Prosecuting Attorney Exhibit A Jefferson County Compensation Study—Amended Scope of Work for Employee Position Review Process As a result of the 2017 Compensation Study,Cabot Dow Associates(CDA)will assist Jefferson County in providing an opportunity for County employees to request a review of the results of the Compensation Study. CDA will provide the following services to Jefferson County: 1. CDA will review information provided via the review process by employees who feel that comparisons made for their positions in the compensation study were invalid. 2. CDA will review information used in the original study and compare to the documentation provided through the review process. 3. For each position review, CDA will provide to the County Administration a brief summary of its recommendation to either adjust the position comparison or to keep the position as originally presented in the study as a result of documentation review. CDA will provide justification as to its recommendation.The County Administration will make the final decision on any adjustments. 4. CDA will reflect the County Administrations decision in the compensation analysis data, and spreadsheets.
