I see that the permit BLD14-00015 has been changed from status "Denied" back to "Pending". This is problematic, as I earlier explained to David Greetham the last time we discussed this sign permit. I put the Denied status on this permit because I believe it's the only way we can correctly address vesting of BLD14-00015 and subsequent code changes. Please let me know if you see it differently, but we seem to keep going over this. • BLD14-00015 was deemed complete ti/13/2044 and vested to JCC 18.30.150 (sign code version 7/2012). The Activity record in Tidemark has the note, "Vested under sign code Rev. 7/12. Total square feet of sign not to exceed 32. No alternating lights. Incorporate landscaping. —jmp." During review of BLD14-00015, the sign code was changed November 17, 2014 with Ordinance No. 10-1117-14, amending items to ensure constitutionally protected speech, but not any details affecting the Jefferson Transit sign proposed in the application. When the sign proposal was inextricably changed to a sign that did not meet the code (they already bought the sign) and could not change the application to an approvable sign, the application had to be denied. However, as documented in BLD14-0015 we established approvals whereby Jefferson Transit could place a static sign (i.e. readerboard sign "unplugged") with a zero -lot -line setback and the condition that it could be installed and tested but not operational. This was so the contractor could finish the work and get the contract bond released. Thus, we went about changing the sign regulations, including changes to the permit process. Jefferson Transit now has applied under this new permit process, requiring a new permit that will vest them to the current code. Additionally, the project review time under BLD14-00015 was expended, and very much over -expended through the ordeal. We wouldn't want to begin billing hourly under such an old permit. We need to start new.
